Abstract
(Problem Statement/Background (GAP): The Clean and Healthy Living Behavior (PHBS) programhas been regulated in the Governor Regulation of the Bangka Belitung Islands No. 50 of 2018concerning Clean and Healthy Living Behavior. However, the high number of public health cases in Air Saga Village, Tanjungpandan District, Belitung Regency, Bangka Belitung Province, indicatesthat its implementation remains suboptimal. Purpose: This study aims to examine and analyze theimplementation of the PHBS program in Air Saga Village, as well as the efforts made to address theinhibiting factors. Method: This research employs a qualitative descriptive approach. Data werecollected through observation, interviews, and documentation. Data analysis was conducted usingdata reduction, data display, and conclusion drawing. The implementation theory used is Matland's model as cited in Hamdi (1995:04). Result: The results show that the program is supported by sevenorganizations involved in outreach, education, development, and monitoring. However, theprevalence of diseases such as dengue fever, diarrhea, tuberculosis, and malaria remains high dueto low public awareness and entrenched habits. Although organizations have followed StandardOperating Procedures, implementation has not been optimal. Financial limitations hinder policyexecution, and existing infrastructure—such as trained cadres and sports facilities—has not been maximized. Program achievements remain below target due to limited awareness, inadequatefacilities, and budget constraints. Efforts undertaken include intensive outreach, use of alternativevenues, community and donor engagement, and integrating PHBS with other community activities.Conclusion: Although the PHBS program in Air Saga Village is supported by adequateorganizations and facilities, its implementation is still not optimal. The main obstacles include lowpublic awareness, entrenched habits, limited budgets, and insufficient infrastructure. A moreintensive and participatory approach is needed to encourage behavioral change toward clean andhealthy living. Keywords: Public Health, PHBS Program, Mitigation Efforts
