Abstract
ABSTRACT Problem/Background (GAP):The preservation of cultural identity and the protection of the rights of Indigenous Peoples through the formal recognition of Indigenous Villages have become significant issues in Biak Numfor Regency. The synergy between the Customary Council and the Regional People's Representative Council serves as a strategic key in encouraging the establishment of Indigenous Villages. However, several obstacles persist, including the lack of understanding of customary values, limited budgetary support, and technical regulations that are not yet operational. Objective:This research aims to analyze the synergy between the Customary Council and the Regional People's Representative Council in supporting the establishment of Indigenous Villages in Biak Numfor Regency, as well as to identify the supporting and inhibiting factors in its implementation. Method: The research employed a descriptive qualitative approach, utilizing data collection techniques including in-depth interviews, observation, and document study. A total of seven informants were selected purposively. These informants consisted of key informants, namely the chairman of Biak Customary Council and Relevant members of the Regional People’s Representative Council of Biak Numfor Regency. They were chosen due to their strategix roles as initiators and policy advisors on local customary village affairs and their in-depth understanding of the issue. In addition supporting informants included the village head (mananwir bar), customary community leaders, and the district head. These supporting informants were selected for their ability to provide specific information regarding the sociocultural conditions and administrative processes at the village level, complementing the perspectives of the key informants. Data analysis was based on the synergy theory proposed by Najiyati and Rahmat (2011) Findings/Results: A constructive partnership has been established between the Customary Council and the Regional People's Representative Council, where the Customary Council provides cultural perspectives and conveys community aspirations, while the Regional People's Representative Council plays a role in formulating formal regulations. Obstacles identified include limited understanding of customary values, lack of budgetary support, and the unavailability of operational technical regulations. Strengthening efforts have been made through inter-institutional dialogue, capacity building of human resources, and advocacy for more responsive regulations .Conclusion: A solid institutional synergy between the Customary Council and the Regional People's Representative Council is a strategic key to achieving the formal recognition and sustainable preservation of Indigenous Peoples’ rights in Biak Numfor Regency. ABSTRAK Permasalahan/Latar Belakang (GAP): Pelestarian identitas budaya dan perlindungan hak-hak Masyarakat Adat melalui pengakuan formal keberadaan Kampung Adat menjadi isu penting di Kabupaten Biak Numfor. Sinergitas antara Dewan Adat dan Dewan Perwakilan Rakyat Daerah merupakan kunci strategis dalam mendorong pembentukan Kampung Adat, namun terdapat kendala dalam pemahaman nilai adat, dukungan anggaran, dan regulasi teknis yang belum operasional. Tujuan: Penelitian ini bertujuan untuk menganalisis sinergitas antara Dewan Adat dan Dewan Perwakilan Rakyat Daerah dalam mendorong pembentukan Kampung Adat di Kabupaten Biak Numfor serta mengidentifikasi faktor pendukung dan penghambat dalam pelaksanaannya. Metode: Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Informan penelitian berjumlah tujuh orang dan dipilih secara purposif. Informan ini terdiri dari informan kunci yaitu Ketua Dewan Adat Biak dan anggota Dewan Perwakilan Rakyat Daerah Kabupaten Biak Numfor yang relevan. Mereka dipilih karena berperan strategis sebagai penggagas dan pengarah kebijakan daerah terkait kampung adat, serta memiliki pemahaman mendalam tentang isu ini. Selain itu, informan pendukung meliputi kepala kampung (mananwir bar), tokoh masyarakat adat, dan kepala distrik. Informan pendukung ini dipilih karena dapat memberikan informasi spesifik mengenai kondisi sosial budaya dan proses administratif di tingkat kampung, melengkapi perspektif dari informan kunci. Analisis data didasarkan pada teori sinergitas menurut Najiyati dan Rahmat (2011). Hasil/Temuan: Terjalin kerja sama konstruktif antara Dewan Adat dan Dewan Perwakilan Rakyat Daerah, di mana Dewan Adat memberikan perspektif kultural dan aspirasi masyarakat, sementara Dewan Perwakilan Rakyat Daerah ,berperan dalam merumuskan regulasi formal. Kendala yang ditemukan meliputi keterbatasan pemahaman nilai adat, minimnya dukungan anggaran, serta belum tersedianya regulasi teknis yang operasional. Upaya penguatan dilakukan melalui dialog lintas kelembagaan, peningkatan kapasitas sumber daya manusia, dan advokasi regulasi yang lebih responsif. Kesimpulan: Sinergitas kelembagaan yang solid antara Dewan Adat dan DPRD merupakan kunci strategis dalam mewujudkan pengakuan dan pelestarian hak Masyarakat Adat secara berkelanjutan di Kabupaten Biak Numfor.
