Abstract

ABSTRACT Problem Statement/Background (GAP): Performance appraisal of civil servants (ASN) is an important instrument in ensuring the professionalism and accountability of the bureaucracy. The Government of Bandung Regency has implemented the Employee Performance Appraisal Application System (SASIKAP EVO 6.0) to support digital evaluation of ASN performance. However, preliminary evaluations indicate that most employees only reach the "Meets Expectations" category, with none achieving the "Exceeds Expectations" or "Outstanding" ratings. This suggests a gap between the intended goals of the system and its implementation in the field, particularly regarding assessment accuracy, human resource readiness, and the effectiveness of the technology used. Purpose: This study aims to analyze the effectiveness of performance appraisal through the SASIKAP EVO 6.0 application system at the Human Resources and Development Agency (BKPSDM) of Bandung Regency. Method: This research employs a descriptive qualitative approach with data collection techniques including observation, in-depth interviews, and documentation. Results: The effectiveness of performance appraisal through the SASIKAP EVO 6.0 system has shown positive results in terms of human resources, organizational structure, and leadership dimensions. However, challenges remain in the dimensions of technology, human resource capabilities, and organizational support. Conclusion: Although the SASIKAP EVO 6.0 system has been implemented and contributes to strengthening a performance-based digital work culture, its overall effectiveness has not yet reached an optimal level. Strategic efforts such as enhanced technical training, consistent supervision, and better system integration are needed to effectively support bureaucratic reform in a sustainable and impactful manner. ABSTRAK Permasalahan/Latar Belakang (GAP): Penilaian kinerja aparatur sipil negara (ASN) merupakan instrumen penting dalam menjamin profesionalitas dan akuntabilitas birokrasi. Pemerintah Kabupaten Bandung telah menerapkan Sistem Aplikasi Penilaian Kinerja Pegawai (SASIKAP EVO 6.0) untuk mendukung evaluasi kinerja ASN secara digital. Namun, hasil evaluasi awal menunjukkan sebagian besar pegawai hanya mencapai kategori “Sesuai Ekspektasi” dan belum ada yang memperoleh predikat “Sangat Baik”. Hal ini mengindikasikan adanya kesenjangan antara tujuan sistem dengan implementasi di lapangan, khususnya dalam hal akurasi penilaian, kesiapan SDM, dan efektivitas teknologi yang digunakan. Tujuan: Penelitian ini bertujuan untuk menganalisis efektivitas penilaian kinerja melalui sistem aplikasi SASIKAP EVO 6.0 di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Bandung. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Hasil: Efektifitas penilaian kinerja melalui sistem aplikasi penilaian kinerja pegawai (SASIKAP EVO 6.0) di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Bandung sudah berjalan dengan baik dalam dimensi sumber daya manusia, struktur organisasi, dan pimpinan. Namun dalam dimensi teknologi, sumber daya manusia dan dukungan masih menemui hambatan. Kesimpulan: Meskipun sistem SASIKAP EVO 6.0 telah berjalan dan memberi pengaruh terhadap penguatan budaya kinerja berbasis digital, efektivitasnya belum optimal. Dibutuhkan upaya strategis seperti peningkatan pelatihan teknis, pengawasan yang konsisten, serta integrasi sistem yang lebih baik agar mampu menunjang reformasi birokrasi secara nyata dan berkelanjutan.
