Abstract
ABSTRACT Problem Statement: Open unemployment is one of the crucial issues faced by the Pontianak City Government. Although various training programs have been implemented, the unemployment rate in the city remains relatively high. Purpose: This study aims to examine and analyze the implementation of vocational training policies in reducing open unemployment in Pontianak City, as well as to identify the inhibiting factors and the efforts to overcome them. Method: This research uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. The data analysis techniques include data condensation, data presentation, and conclusion drawing. Informants were selected using purposive sampling and snowball sampling techniques. This study adopts the policy implementation theory from Knill and Tosun (2020), which consists of six dimensions: policy instrument selection, policy design, oversight structure, institutional design, administrative capacity, and social acceptance. Result: The implementation of vocational training programs in Pontianak has been carried out but remains suboptimal. Policy instruments such as subsidies and digital information have been used, but their effectiveness is hampered by budget constraints and low digital literacy. The policy and institutional design are relatively good, with solid coordination and an increase in training institutions, although performance monitoring remains limited. Oversight is conducted through official institutions and community participation. Administrative capacity is considered adequate, though funding remains unstable. Social acceptance is positive, marked by active participation and tangible benefits. Conclusion: The main obstacles include a lack of outreach, limited funding, and minimal job placement. Improvement efforts are focused on enhancing information dissemination, securing alternative funding, and strengthening job placement services and entrepreneurship development. Keywords: Policy implementation, vocational training, open unemployment ABSTRAK Permasalahan/Latar Belakang: Pengangguran terbuka merupakan salah satu permasalahan krusial yang dihadapi oleh Pemerintah Kota Pontianak. Meskipun berbagai program pelatihan telah dilaksanakan, angka pengangguran di kota ini masih tergolong tinggi. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis implementasi kebijakan pelatihan vokasi dalam menurunkan angka pengangguran terbuka di Kota Pontianak, serta mengidentifikasi faktor penghambat dan upaya penanggulangannya. Metode: Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Teknik analisis data menggunakan kondensasi data, penyajian data, dan penarikan kesimpulan. Teknik penentuan informan menggunakan teknik purposive sampling dan snowball sampling Penelitian ini menggunakan teori implementasi kebijakan dari Knill dan Tosun (2020) yang mencakup enam dimensi: pemilihan instrumen kebijakan, desain kebijakan, struktur pengawasan, desain kelembagaan, kemampuan administratif, dan penerimaan sosial. Hasil Temuan: Implementasi program pelatihan vokasi di Pontianak telah berjalan namun belum optimal. Instrumen kebijakan seperti subsidi dan informasi digital digunakan, namun terkendala anggaran dan literasi digital. Desain kebijakan dan kelembagaan cukup baik, dengan koordinasi yang solid dan peningkatan lembaga pelatihan, meski pencatatan kinerja masih terbatas. Pengawasan dilakukan lewat lembaga resmi dan partisipasi masyarakat. Kemampuan administratif dinilai baik meski anggaran belum stabil. Penerimaan sosial positif dengan partisipasi aktif dan manfaat nyata. Kesimpulan: Hambatan utama mencakup kurangnya sosialisasi, keterbatasan anggaran, dan minimnya penempatan kerja, sementara upaya perbaikan difokuskan pada peningkatan informasi, pendanaan alternatif, serta penguatan bursa kerja dan kewirausahaan.
