Abstract
ABSTRACT Problems/Background (GAP): Orderly archival administration is an important element in supporting accountable governance. However, in Kubu Raya Regency, the performance of archive management by the Archives and Library Service has not been optimal. There are still archives that have not been neatly organized, limited human resources, and obstacles in the implementation of the SRIKANDI application. Previous research has focused more on technical aspects, while a comprehensive study of organizational performance in managing regional archives is still limited. Purpose: This study aims to analyze the performance of the Kubu Raya Regency Archives and Library Service in improving the order of archival administration. Method: This study uses a qualitative approach with descriptive and inductive methods. The validity of the data is maintained through triangulation. Data collection techniques use interview, observation, and documentation techniques. The informants came from stakeholders at the Archives and Library Service in Kubu Raya Regency. Results: The results of the study show that in indicator (1) productivity: the use of the SRIKANDI application has increased the efficiency of archive management even though there are still technical obstacles and human resource limitations. In terms of (2) service quality: the agency has improved employee competence through training, but the aspects of infrastructure facilities and user satisfaction measurement have not been optimal. On (3) the speed of handling complaints: the official response is quite good through the LAPOR platform, but technical and resource limitations still hinder the speed of handling. In terms of (4) responsibility: the service shows a commitment to public services with clear procedures, easy access, and polite response even though there has been no formal evaluation of user satisfaction. Meanwhile, in terms of (5) accountability: the agency has carried out periodic supervision and followed national regulations, as well as utilizing digital technology to support transparency. Overall, the organization's performance showed positive progress despite the need for technical and strategic strengthening for service sustainability. Conclusion: The Kubu Raya Regency Archives and Library Service has shown an improvement in performance in realizing an orderly archival administration. The implementation of digital systems, strengthening regulations, and improving human resource competencies are the main supporting factors. Keywords: Organizational Performance; Archive Management; Administrative Order; Dynamic Archives; SRIKANDI ABSTRAK Permasalahan/Latar Belakang (GAP): Tertib administrasi kearsipan merupakan elemen penting dalam mendukung pemerintahan yang akuntabel. Namun, di Kabupaten Kubu Raya, kinerja pengelolaan arsip oleh Dinas Kearsipan dan Perpustakaan belum optimal. Masih ditemukan arsip yang belum tertata rapi, keterbatasan SDM, serta kendala dalam implementasi aplikasi SRIKANDI. Penelitian sebelumnya lebih banyak menyoroti aspek teknis, sementara kajian menyeluruh terhadap kinerja organisasi dalam pengelolaan arsip daerah masih terbatas.Tujuan: Penelitian ini bertujuan untuk menganalisis kinerja Dinas Kearsipan dan Perpustakaan Kabupaten Kubu Raya dalam meningkatkan tertib administrasi kearsipan. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif dan induktif. Validitas data dijaga melalui triangulasi. Teknik Pengumpulan data menggunakan teknik wawancara, observasi, dan dokumentasi. Adapun informannya berasal dari stakeholder di Dinas Kearsipan dan Perpustakaan di Kabupaten Kubu Raya. Hasil: Hasil penelitian menunjukkan bahwa pada indikator (1) produktivitas: penggunaan aplikasi SRIKANDI telah meningkatkan efisiensi pengelolaan arsip meski masih ada kendala teknis dan keterbatasan SDM. Dari segi (2) kualitas layanan: dinas telah meningkatkan kompetensi pegawai melalui pelatihan, namun aspek sarana prasarana dan pengukuran kepuasan pengguna belum optimal. Pada (3) kecepatan dalam menangani keluhan: respons dinas cukup baik melalui platform LAPOR, namun keterbatasan teknis dan sumber daya masih menghambat kecepatan penanganan. Dalam hal (4) responsibilitas: dinas menunjukkan komitmen terhadap pelayanan publik dengan prosedur yang jelas, akses mudah, dan respons yang sopan meski belum ada evaluasi formal kepuasan pengguna. Sedangkan dari sisi (5) akuntabilitas: dinas telah melaksanakan pengawasan berkala dan mengikuti regulasi nasional, serta memanfaatkan teknologi digital untuk mendukung transparansi. Secara keseluruhan, kinerja organisasi menunjukkan kemajuan positif meskipun perlu penguatan teknis dan strategis untuk keberlanjutan layanan. Kesimpulan: Dinas Kearsipan dan Perpustakaan Kabupaten Kubu Raya telah menunjukkan peningkatan kinerja dalam mewujudkan tertib administrasi kearsipan. Implementasi sistem digital, penguatan regulasi, dan peningkatan kompetensi SDM menjadi faktor penunjang utama.
