Abstract

Problem Statement/Background (GAP): Papua Province, particularly Jayapura City, has experienced high levels of alcohol consumption, which has led to an increase in crime, traffic accidents, and other social problems. The Papua Provincial Government has issued Regional Regulation No. 22 of 2016 as the legal basis for the ban. Purpose: This study aims to determine the success of the implementation of government policies regarding the prohibition of the distribution and sale of alcoholic beverages carried out by the Department of Industry, Trade, Cooperatives, and SMEs in Jayapura City. Method: The method used by the author in this thesis is a qualitative research method with a descriptive approach based on analysis using Edward III's theory (Edyanto et al. 2021). There were 10 informants involved in this study. Data analysis was conducted through the stages of collection, reduction, presentation, and conclusion drawing. The research instrument was the author himself. Result: The result indicate that the implementation of the policy banning the distribution and sale of alcoholic beverages by the Department of Industry, Trade, Cooperatives, and SMEs in Jayapura City was analysed through the dimensions of Edward III's theory (Edyanto et al. 2021). In the communication dimension, it was found that the local government had consistently conducted socialisation efforts towards the private sector and the community, but the results were still not optimal, and many deviations were still found. In the resource dimension, it was found that both funding and infrastructure were insufficient, which impacted the implementation of the policy and inspections. In the disposition dimension, it was found that the Department of Industry, Trade, Cooperatives, and SMEs in Jayapura City is committed to implementing this policy, but from the community's perspective, many still do not support the policy, as evidenced by the prevalence of illegal transactions in the community. In terms of organisational structure, coordination between institutions is functioning well, but further synergy is needed to achieve more optimal results. Additionally, tasks, responsibilities, and work procedures are also not yet optimal. Conclusion: The implementation of the policy banning the distribution and sale of alcoholic beverages by the Department of Industry, Trade, Cooperatives, and SMEs in Jayapura City is still not optimal and requires improvement in terms of education, supervision, and coordination between institutions.
