Abstract
ABSTRACT Problem Statement/Background (GAP): Although previous policies and studies have addressed the transformation from structural to functional positions within government institutions, there is still limited empirical research focusing on how this position equalization specifically impacts the career development of civil servants at the local government level, particularly in Pidie Regency. Most existing studies do not comprehensively explore the implementation of career development through the four key dimensions—education, training, mutation, and promotion—after the position restructuring. Moreover, the specific challenges faced by employees in understanding and adapting to the functional system, and how local institutions respond to these issues, remain underexplored.. Purpose: The purpose of this study is to analyze the career development process of civil servants affected by the equalization of administrative to functional positions at the Pidie Regency Personnel and Human Resources Development Agency (BKPSDM). Method This study uses a qualitative descriptive research method. Data were collected through interviews, observations, and document analysis to obtain an in-depth understanding of the career development process for civil servants affected by position equalization at BKPSDM Pidie Regency. Results: The study found that career development at BKPSDM Pidie Regency follows the four dimensions—education, training, mutation, and promotion. However, challenges remain, such as limited functional positions, low employee understanding of the functional system, and lack of training and socialization. Conclusion: Career development for civil servants affected by position equalization at BKPSDM Pidie Regency has been implemented based on key dimensions. However, it still faces obstacles that require improved support, understanding, and training for effective adaptation to functional roles. Keywords: Career Development, Civil Servants, Position Equalization ABSTRAK Permasalahan/Latar Belakang (GAP): Meskipun kebijakan dan penelitian sebelumnya telah membahas transformasi dari jabatan struktural ke jabatan fungsional dalam institusi pemerintahan, masih terdapat keterbatasan penelitian empiris yang secara khusus menyoroti dampak penyetaraan jabatan ini terhadap pengembangan karier Pegawai Negeri Sipil (PNS) di tingkat pemerintah daerah, khususnya di Kabupaten Pidie. Sebagian besar studi yang ada belum secara komprehensif mengeksplorasi implementasi pengembangan karier melalui empat dimensi utama—pendidikan, pelatihan, mutasi, dan promosi—setelah restrukturisasi jabatan dilakukan. Selain itu, tantangan spesifik yang dihadapi pegawai dalam memahami dan menyesuaikan diri dengan sistem jabatan fungsional, serta bagaimana respons lembaga daerah terhadap isu-isu ini, masih jarang dikaji. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis proses pengembangan karier PNS yang terdampak oleh penyetaraan jabatan administrasi ke jabatan fungsional di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Pidie. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Hasil: Penelitian ini menemukan bahwa pengembangan karier di 1 BKPSDM Kabupaten Pidie telah mengikuti empat dimensi utama—pendidikan, pelatihan, mutasi, dan promosi. Namun, masih terdapat tantangan seperti terbatasnya jumlah jabatan fungsional, rendahnya pemahaman pegawai terhadap sistem fungsional, serta kurangnya pelatihan dan sosialisasi. Kesimpulan: Pengembangan karier bagi PNS yang terdampak oleh penyetaraan jabatan di BKPSDM Kabupaten Pidie telah dilaksanakan berdasarkan dimensi-dimensi utama. Namun demikian, masih dihadapkan pada berbagai kendala yang memerlukan peningkatan dukungan, pemahaman, dan pelatihan agar adaptasi terhadap jabatan fungsional dapat berjalan secara efektif. Kata Kunci: Pengembangan Karier, Pegawai Negeri Sipil, Penyetaraan Jabatan.
