Abstract

ABSTRACT Problem Statement: The fundamental challenge in this research lies in the suboptimal institutional coordination in implementing integrated planning and budgeting systems through the Regional Government Information System (SIPD) application at the Regional Development Planning Agency of Lahat Regency. This inefficiency has resulted in 15% program overlap across various development sectors, document preparation delays of 2-3 months, low budget absorption of only 60% until the third quarter, and planning findings with "returned" status in the MUSRENBANG planning system. Purpose: This study aims to describe government strategies in strengthening institutional coordination, identify supporting and inhibiting factors, and analyze solutions to overcome barriers in implementing integrated planning and budgeting systems in Lahat Regency. Method: This research employs a qualitative approach with a case study design, utilizing in-depth interviews with 9 key informants including the Acting Regent, Regional Secretary, heads of relevant agencies, and SIPD administrators. Data collection techniques include interviews, observation, and documentation, analyzed through data reduction, display, and conclusion drawing based on David's (2020) strategic management theory encompassing strategy formulation, implementation, and evaluation dimensions. Result: The findings reveal that institutional coordination strengthening strategies have been relatively effective through SIPD platform development, procedure standardization, early warning systems for program overlap detection, and specialized coordination team formation. However, challenges persist in policy adaptation and political dynamics, with supporting factors including strong leadership commitment, inter-organizational collaboration, and IT infrastructure development, while inhibiting factors encompass limited human resource capacity, inadequate IT infrastructure in some agencies, resistance to change, and executive-legislative communication gaps. Conclusion: The institutional coordination strengthening strategy has yielded significant improvements including reduced document delays, increased budget absorption, accelerated revision processes, decreased program overlap, and enhanced planning quality, though sustained political commitment beyond five-year cycles and comprehensive digital transformation remain critical for long-term success. Keywords: Strategy; Institutional Coordination; Integrated Planning and Budgeting System; SIPD; Local Government ABSTRAK Permasalahan: : Kompleksitas fundamental dalam penelitian ini terletak pada belum optimalnya koordinasi kelembagaan dalam pelaksanaan integrasi sistem perencanaan dengan sistem penganggaran melalui aplikasi Sistem Informasi Pemerintahan Daerah (SIPD) di Badan Perencanaan Pembangunan Daerah Kabupaten Lahat. Kondisi ini mengakibatkan terjadinya tumpang tindih program sebesar 15% pada berbagai kategori pembangunan daerah, keterlambatan penyusunan dokumen selama 2-3 bulan, rendahnya penyerapan anggaran yang hanya mencapai 60% hingga triwulan III, serta munculnya temuan perencanaan dengan status "dikembalikan" dalam sistem MUSRENBANG. Tujuan: Penelitian ini bertujuan mendeskripsikan strategi pemerintah daerah dalam penguatan koordinasi kelembagaan, mengidentifikasi faktor pendukung dan penghambat, serta menganalisis solusi untuk mengatasi hambatan dalam pelaksanaan sistem perencanaan penganggaran terintegrasi di Kabupaten Lahat. Metode: Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus, melibatkan wawancara mendalam terhadap 9 informan kunci meliputi Pj Bupati, Sekretaris Daerah, kepala badan terkait, dan administrator SIPD. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi, dengan analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan berdasarkan teori manajemen strategi David (2020) yang mencakup dimensi formulasi strategi, implementasi strategi, dan evaluasi strategi. Hasil: Temuan menunjukkan bahwa strategi penguatan koordinasi kelembagaan telah relatif efektif melalui pengembangan platform SIPD, standardisasi prosedur, sistem peringatan dini deteksi tumpang tindih program, dan pembentukan tim koordinasi khusus. Namun, masih terdapat tantangan dalam adaptasi kebijakan dan dinamika politik, dengan faktor pendukung berupa komitmen kepemimpinan yang kuat, kolaborasi antar-organisasi, dan pengembangan infrastruktur TI, sementara faktor penghambat meliputi keterbatasan kapasitas SDM, infrastruktur TI yang belum memadai di beberapa OPD, resistensi terhadap perubahan, serta kesenjangan komunikasi eksekutif-legislatif. Kesimpulan: Strategi penguatan koordinasi kelembagaan menghasilkan perbaikan signifikan berupa berkurangnya keterlambatan dokumen, meningkatnya penyerapan anggaran, percepatan proses revisi, berkurangnya tumpang tindih program, dan peningkatan kualitas perencanaan, meskipun diperlukan komitmen politik yang berkelanjutan melampaui siklus lima tahunan serta transformasi digital yang komprehensif untuk kesuksesan jangka panjang.
