Abstract

ABSTRACT Problem/Background (GAP): Globalization has driven the standardization of public services at the international level. Governments are required to improve the quality of their services to align with global standards. Synergy among government organizations is needed to adopt and implement best practices in public service delivery from various countries. Efficient and effective public services have become one of the key factors in a country's competitiveness. The issue of illegal parking, which remains widespread, not only disrupts public order but also hinders the optimization of Local Own-Source Revenue (PAD). Purpose: This study aims to analyze the synergy between the Civil Service Police Unit (Satpol PP) and the Department of Transportation in efforts to establish order and public tranquility in the parking sector of Surabaya City. Method: This study employs a qualitative approach with data collection methods including interviews, observation, and documentation. The synergy theory used refers to Doctoroff’s perspective, which encompasses four main dimensions: effective communication, feedback, trust, and creativity. Results/Findings: The results of the study indicate that communication between the Civil Service Police Unit (Satpol PP) and the Department of Transportation has been established through socialization and joint patrols, although implementation has not been evenly distributed across all parking points. Feedback is evident in coordination forums and responses to public complaints. Inter-agency trust is manifested through clear division of duties, while creativity is reflected in innovative programs such as providing insurance for officially registered parking attendants. Conclusion: Although synergy has been established, challenges still arise, particularly the limited human resources and the low legal awareness among illegal parking attendants. Therefore, strengthening continuous coordination and encouraging active community participation are recommended strategies to address the issue of illegal parking in Surabaya City. ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan parkir liar di Kota Surabaya masih menjadi tantangan serius dalam mewujudkan ketertiban umum dan optimalisasi Pendapatan Asli Daerah (PAD). Meskipun regulasi telah diterapkan, praktik parkir liar tetap marak terjadi karena lemahnya pengawasan dan sinergitas antarorganisasi pemerintah 1 terkait. Tujuan: Penelitian ini bertujuan untuk menganalisis sinergitas antara Satuan Polisi Pamong Praja (Satpol PP) dan Dinas Perhubungan dalam upaya mewujudkan ketertiban dan ketentraman di bidang perparkiran Kota Surabaya. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data melalui wawancara, observasi, dan dokumentasi. Teori sinergitas yang digunakan mengacu pada pandangan Doctoroff, yang mencakup empat dimensi utama, yaitu komunikasi efektif, umpan balik, kepercayaan, dan kreativitas. Hasil/Temuan: Hasil penelitian menunjukkan bahwa komunikasi antara Satpol PP dan Dinas Perhubungan telah terjalin dalam bentuk sosialisasi dan patroli gabungan, walaupun implementasinya belum merata di seluruh titik parkir. Umpan balik terlihat dalam forum koordinasi dan respon terhadap pengaduan masyarakat. Kepercayaan antar lembaga diwujudkan dalam pembagian tugas yang jelas, sedangkan kreativitas tampak dari program-program inovatif seperti pemberian asuransi bagi juru parkir resmi. Kesimpulan: Meski sinergitas telah berjalan, kendala tetap muncul, terutama keterbatasan sumber daya manusia dan rendahnya kesadaran hukum dari juru parkir liar. Oleh karena itu, penguatan koordinasi yang berkelanjutan dan partisipasi aktif masyarakat menjadi strategi yang disarankan dalam mengatasi persoalan parkir liar di Kota Surabaya.
