Abstract
Problem/Background (GAP): The problem of waste management in Kupang City, especially in Maulafa District, is a significant environmental issue. This is caused by the increasing volume of waste every year, low public awareness, and suboptimal implementation of regional policies. This condition has an impact on the decline in environmental quality and public health in urban areas. Purpose : This study aims to analyze the implementation of waste management policies by the Environmental and Sanitation Service in Maulafa District, identify supporting and inhibiting factors, and formulate strategies to increase policy effectiveness through a participatory and systematic approach. Method: This study uses a qualitative descriptive approach with a case study method. Data collection techniques are carried out through interviews, observations, and documentation. Data analysis is carried out using the Van Meter and Van Horn (1975) policy implementation theory which includes six dimensions: policy standards and targets, resources, characteristics of implementing agents, attitudes of implementers, communication between implementing organizations, and social, economic, and political conditions. Result: The implementation of waste management policies in Maulafa District shows that although the policy has been formulated comprehensively through Regional Regulation Number 3 of 2011, its implementation still encounters a number of obstacles. These obstacles include limited human resources and infrastructure, weak cross-sector coordination, and low active community participation. Supporting factors include the availability of management facility programs such as waste banks and TPS3R, as well as environmental awareness campaign efforts. Conclusion: The implementation of waste management policies in Maulafa District has referred to the applicable Regional Regulations and has set clear standards of success. The implementation of waste management policies in Maulafa District requires strengthening human resource capacity, improving waste infrastructure, and increasing communication and collaboration between the government and the community. Increasing the effectiveness of policy implementation can be achieved through a more participatory, educational, and integrated approach to realizing sustainable waste management.
