Abstract
ABSTRACT Problem Statement/Background (GAP): Organizational commitment is a crucial aspect in shaping the performance and loyalty of civil servants (ASN), especially in newly established autonomous regions such as Papua Pegunungan Province, which is still in the early stages of development. Limitations in infrastructure, digital access, and an immature bureaucratic system pose significant challenges in fostering highly committed ASN. Purpose: This study aims to analyze and describe the forms of organizational commitment among ASN in the Organizational Bureau of the Regional Secretariat of Papua Pegunungan Province. Method: A qualitative approach was employed, using data collection techniques including in-depth interviews, observation, and documentation. Results: The study found that ASN demonstrated strong organizational commitment across three dimensions. Affective commitment was evident through emotional involvement, loyalty, and the desire to build a long-term career within the organization. Normative commitment was reflected in moral awareness, active participation, and adherence to regulations. Meanwhile, continuance commitment emerged from rational considerations such as job stability, a supportive work environment, and opportunities for self-development. Conclusion: The organizational commitment of ASN in the Organizational Bureau of Papua Pegunungan Province is strong despite existing limitations. Therefore, the provincial government must prioritize ASN capacity development through targeted training and technical guidance, implement performance- and loyalty-based incentive systems, and improve workplace infrastructure, including the digitalization of government information systems, to enhance the capacity, motivation, and effectiveness of ASN in this newly established autonomous region. Keywords: Organizational Commitment, Civil Servants (ASN), Newly Autonomous Region ABSTRAK Permasalahan/Latar Belakang (GAP): Komitmen organisasional merupakan aspek penting dalam membentuk kinerja dan loyalitas Aparatur Sipil Negara (ASN), terutama di daerah otonomi baru yang masih dalam tahap pembangunan awal seperti Provinsi Papua Pegunungan. Keterbatasan infrastruktur, akses digital, serta sistem birokrasi yang belum matang menjadi tantangan besar dalam menciptakan ASN yang berkomitmen tinggi. Tujuan: Penelitian ini bertujuan untuk menganalisis dan menggambarkan bentuk komitmen organisasional ASN di Biro Organisasi Sekretariat Daerah Provinsi Papua Pegunungan. Metode: Pendekatan yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Hasil: Penelitian menemukan bahwa ASN menunjukkan komitmen yang baik ditunjukkan dalam 3 dimensi yang digunakan menunjukkan hasil yang baik. Dimensi komitmen afektif melalui keterlibatan emosional, loyalitas, dan keinginan berkarier di organisasi. Komitmen normatif tercermin dari kesadaran moral, partisipasi aktif, dan kepatuhan terhadap regulasi. Sementara itu, komitmen kontinu muncul karena pertimbangan rasional terhadap stabilitas kerja, lingkungan yang suportif, dan prospek pengembangan diri. Kesimpulan: Komitmen organisasional ASN di Biro Organisasi Provinsi Papua Pegunungan terbentuk kuat meskipun dihadapkan pada berbagai keterbatasan. Untuk itu perlu Pemerintah Provinsi Papua Pegunungan perlu memprioritaskan pengembangan kompetensi ASN melalui pelatihan dan bimbingan teknis, menerapkan sistem insentif berbasis kinerja dan loyalitas, serta meningkatkan sarana prasarana kerja, termasuk digitalisasi sistem informasi pemerintahan, guna memperkuat kapasitas, motivasi, dan efektivitas kerja ASN di daerah otonomi baru.
