Abstract

ABSTRACT Problem Statement/Background (GAP): Population administration services are a fundamental public service that must be provided by the state. However, in practice, these services still face various obstacles, particularly in areas with geographical and infrastructural limitations such as Merangin Regency, Jambi Province. The main issue lies in the difficulty of community access to population administration services due to long distances, poor road infrastructure, and limited internet and electricity networks. To address this problem, the Department of Population and Civil Registration of Merangin Regency launched an outreach service innovation known as Jebol Adminduk. Purpose: This study aims to examine and analyze the implementation of the Jebol Adminduk innovation in improving the quality of population administration services. Method: The research uses a qualitative method with data collection techniques including observation, interviews, and documentation. Results: The results show that this innovation meets the five dimensions of innovation proposed by West and Farr, namely the introduction of new ideas, implementation of new ideas, new processes, new procedures, and conscious execution. The Jebol Adminduk innovation has proven effective in increasing service effectiveness, reaching remote communities, and accelerating the process of obtaining population documents. Although it still faces challenges such as limited internet access and power outages. Conclusion: Despite showing positive results in bringing services closer to the public, the technical and logistical challenges still encountered must be addressed through improved supporting infrastructure, equitable service coverage expansion across all districts, and strengthened coordination between the civil registry office, village governments, and the community to ensure the sustainability of the innovation. Keywords: Service Innovation, Population Administration, Jebol Adminduk ABSTRAK Permasalahan/Latar Belakang (GAP): Pelayanan administrasi kependudukan merupakan layanan dasar yang wajib diselenggarakan negara, namun dalam praktiknya masih menghadapi berbagai kendala, terutama di daerah dengan keterbatasan geografis dan infrastruktur seperti Kabupaten Merangin, Provinsi Jambi. Permasalahan utama terletak pada sulitnya akses masyarakat terhadap layanan administrasi kependudukan karena jauhnya jarak, buruknya kondisi infrastruktur jalan, serta keterbatasan jaringan internet dan listrik. Untuk menjawab permasalahan tersebut, Dinas Kependudukan dan Pencatatan Sipil Kabupaten Merangin meluncurkan inovasi pelayanan jemput bola yang disebut Jebol Adminduk. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis pelaksanaan inovasi Jebol Adminduk dalam meningkatkan kualitas pelayanan administrasi kependudukan. Metode: Metode yang digunakan adalah metode penelitian kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil: Hasil penelitian menunjukkan bahwa inovasi ini memenuhi lima dimensi inovasi menurut West dan Farr, yaitu pengenalan ide baru, penerapan ide baru, proses baru, prosedur baru, dan pelaksanaan secara sadar. Inovasi Jebol Adminduk terbukti mampu meningkatkan efektivitas pelayanan, menjangkau masyarakat di wilayah terpencil, serta mempercepat proses kepemilikan dokumen kependudukan. Meskipun masih menghadapi hambatan seperti keterbatasan jaringan internet dan pemadaman listrik, Kesimpulan: Meskipun inovasi ini telah menunjukkan hasil positif dalam mendekatkan layanan kepada masyarakat, tantangan teknis dan logistik yang masih dihadapi perlu direspons dengan peningkatan infrastruktur pendukung, perluasan jangkauan layanan secara merata ke seluruh kecamatan, serta penguatan koordinasi antara Disdukcapil, pemerintah desa, dan masyarakat agar keberlanjutan inovasi dapat terjaga secara optimal.
