Abstract

ABSTRACT Problem/Background (GAP):Handling the issue of homeless people and beggars (gepeng) is a social challenge that requires synergy between government agencies. Purpose: This study aims to examine the form of collaboration between the Civil Service Police Unit (Satpol PP) and the Social Service Office in the effort to manage and control homeless individuals and beggars in Bengkulu City, Bengkulu Province. Method: The research uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews, observation, and documentation involving relevant stakeholders, including Satpol PP officers, Social Service officials, and the local community.Results/Finding: The results show that the collaboration between the two institutions still faces several obstacles, such as lack of coordination, limited human and financial resources, and suboptimal social rehabilitation programs for the homeless and beggars. Nevertheless, there is a shared commitment from both parties to improve the effectiveness of handling through strengthened coordination, joint planning, and more extensive public outreach. Conclusion/Suggestion: This study recommends enhancing the integration of work programs between agencies and involving third parties such as NGOs and local communities in the sustainable handling process. Keywords: collaboration, control, homeless, beggars, Civil Service Police Unit, Social Service Office, Bengkulu City ABSTRAK Permasalahan / Latar Belakang (GAP): Penanganan masalah gelandangan dan pengemis (gepeng) merupakan salah satu tantangan sosial yang memerlukan sinergi antar instansi pemerintah. Tujuan: Penelitian ini bertujuan untuk mengetahui bentuk kolaborasi antara Satuan Polisi Pamong Praja (Satpol PP) dan Dinas Sosial dalam upaya penertiban gepeng di Kota Bengkulu, Provinsi Bengkulu. Metode: Pendekatan penelitian yang digunakan adalah kualitatif dengan metode deskriptif. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi dari pihak-pihak terkait, termasuk pejabat Satpol PP, Dinas Sosial, serta masyarakat setempat.Hasil/Temuan: Hasil penelitian menunjukkan bahwa kolaborasi yang terjalin antara kedua instansi masih menghadapi berbagai kendala, seperti kurangnya koordinasi, terbatasnya sumber daya manusia dan anggaran, serta belum optimalnya program rehabilitasi sosial bagi gepeng Namun demikian, terdapat komitmen dari kedua pihak untuk meningkatkan efektivitas penanganan melalui penguatan koordinasi, perencanaan bersama, serta sosialisasi yang lebih masif kepada masyarakat Kesimpulan/Saran: Penelitian ini merekomendasikan peningkatan integrasi program kerja antar instansi dan pelibatan pihak ketiga seperti LSM dan komunitas lokal dalam proses penanganan gepeng secara berkelanjutan.
