Abstract
ABSTRACT Problem Statement/Background (GAP): Flood disasters have become an annual phenomenon in Kendari City, yet community participation in managing these disasters remains inadequately explored and insufficiently implemented, particularly in planning and structural activities. Purpose: The purpose of this study is to identify the forms of community involvement in flood disaster management in Kendari City. Method: This research uses a descriptive qualitative method. Data were collected through in-depth interviews with informants, including residents of flood-prone areas, sub-district and village officials, and representatives from the Kendari City Regional Disaster Management Agency (BPBD). Result: The findings show that community participation in flood disaster management is still relatively low, especially in the stages of planning and structured involvement. The main obstacles include limited dissemination of information from the government, inadequate supporting infrastructure, and uneven inclusion of residents in formal disaster groups like the Disaster Preparedness Groups (KSB). Despite these issues, community enthusiasm for participation is high when appropriate support is provided. Conclusion: Strengthening the role of Disaster Preparedness Groups (KSB) and increasing community-based outreach and facilitation programs are essential strategies to boost community engagement in flood disaster management in Kendari City. Keywords: Community Participation, Disaster Management, Flood, Kendari City ABSTRAK Permasalahan/Latar Belakang (GAP): Bencana banjir merupakan fenomena tahunan di Kota Kendari, namun partisipasi masyarakat dalam penanggulangannya masih belum optimal dan belum banyak diteliti secara mendalam, khususnya pada aspek perencanaan dan keterlibatan struktural. Tujuan: Mengetahui bentuk-bentuk partisipasi masyarakat dalam penanggulangan bencana banjir di Kota Kendari. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam kepada informan, yang terdiri dari masyarakat di wilayah rawan banjir, aparat kecamatan dan kelurahan, serta pihak BPBD Kota Kendari. Hasil/Temuan: Partisipasi masyarakat dalam penanggulangan bencana banjir masih tergolong rendah, terutama dalam aspek perencanaan dan keterlibatan formal. Hambatan yang dihadapi meliputi kurangnya informasi dan sosialisasi dari pemerintah, terbatasnya fasilitas pendukung, serta tidak meratanya pelibatan masyarakat dalam kelompok formal seperti Kelompok Siaga Bencana (KSB). Meski demikian, terdapat antusiasme masyarakat yang tinggi untuk terlibat apabila difasilitasi secara memadai. Kesimpulan: Perlu adanya penguatan peran Kelompok Siaga Bencana (KSB) dan peningkatan intensitas program sosialisasi berbasis komunitas oleh BPBD untuk meningkatkan partisipasi masyarakat dalam penanggulangan bencana banjir di Kota Kendari.
