Abstract
Problem Statement/Background (GAP): Kute funds are a crucial focus in the context of equitable development. Evaluation of Kute fund policies is very important, especially in ensuring their effective and efficient use. It is important to monitor and evaluate the use of Kute funds to ensure that they are targeted, effective, and capable of improving the welfare of the community. Purpose: This study aims to evaluate the implementation of the Kute fund policy in Southeast Aceh Regency in 2023. Method The method used in this thesis is qualitative research with a descriptive approach based on analysis using William N. Dunn's policy evaluation theory. There were eight informants involved in this study. Data analysis was carried out through data reduction, data presentation, and conclusion drawing and verification. The research instrument was the author himself. Result: The findings on the evaluation of the implementation of the Kute fund policy in Southeast Aceh Regency in 2023 were analysed through six dimensions in William N. Dunn's policy evaluation theory(2023), which includes six evaluation dimensions, namely: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. In the effectiveness dimension, the effectiveness of Kute Fund use in Southeast Aceh in 2023 shows that this policy has been successful in achieving short-term goals (physical output), but still requires strengthening in terms of medium- and long-term objectives (empowerment outcomes and the sustainability of socio-economic impacts). In the efficiency dimension, it was found that the efficiency of budget utilisation in the implementation of the Kute Fund in 2023 in Kutabantil, Lawe Lubang Indah, and Darussalam was administratively sound. in terms of adequacy, the adequacy of the 2023 Kute Fund usage policy in Southeast Aceh Regency is still not optimal, in terms of equity, equity in the usage of the 2023 Kute Fund in Southeast Aceh Regency has not been fully achieved. Two important indicators in this dimension, namely equal access to benefits and distribution of businesses as well as impacts among different groups, still show disparities, In terms of responsiveness, it is known that the responsiveness dimension in the 2023 Kute Fund usage policy in East Aceh Regency is in the ‘sufficiently responsive’ category but still requires strengthening in terms of effectiveness and flexibility in implementation. In terms of accuracy, it is shown that the accuracy in the use of the Kute Fund in East Aceh Regency in 2023 is still classified as low to moderate. The objectives of the programme in several Kute have not been selected based on urgency and high value, but rather on considerations of convenience, annual habits, or budget absorption requirements. Conclusion: The conclusion shows that the policy on the use of Kute funds in Southeast Aceh Regency in 2023 has generally been implemented quite well.
