Abstract
ABSTRACT Problem/Background (GAP): This research is motivated by the high number of buildings without permits or those that do not comply with applicable regulations, which negatively affect public order and the aesthetics of spatial planning in the region. Purpose: The study aims to identify and analyze the enforcement of Building Approval (PBG) regulations by the Civil Service Police Unit (Satpol PP) in Yapen Islands Regency, Papua Province. Methods: This study uses a descriptive method with a qualitative approach. Data collection techniques include in-depth interviews, direct observation, and documentation. Informants consist of officers from the Civil Service Police Unit, the Public Works and Spatial Planning Office, and local building owners. Results/Findings: The results show that the enforcement of PBG regulations by Satpol PP is still suboptimal. This is due to a lack of public awareness regarding the importance of obtaining building permits, limited human resources and budget, and weak inter-agency coordination. Moreover, the enforcement process is often hampered by local social and cultural factors. The implications of this study highlight the need for increased socialization regarding PBG regulations, institutional strengthening of Satpol PP, and synergy between local governments and communities to achieve orderly and regulation-compliant development in Yapen Islands Regency. Conclusion: The enforcement of Building Approval (PBG) regulations by the Civil Service Police Unit in Yapen Islands Regency has not been optimal. The main challenges include low public awareness, limited resources, poor inter-agency coordination, and the influence of social and cultural factors. Therefore, it is necessary to improve public outreach, strengthen institutional capacity, and foster collaboration between the local government and the community to ensure orderly development in accordance with regulations. ABSTRAK Permasalahan/Latar Belakang(GAP): Penelitian ini dilatarbelakangi oleh banyaknya bangunan yang tidak memiliki izin atau tidak sesuai dengan ketentuan yang berlaku, yang berdampak pada ketertiban umum dan keindahan tata ruang wilayah.Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis penertiban Persetujuan Bangunan Gedung (PBG) oleh Satuan Polisi Pamong Praja di Kabupaten Kepulauan Yapen Provinsi Papua. Metode: Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi langsung, dan dokumentasi. Informan dalam penelitian ini terdiri dari aparatur Satuan Polisi Pamong Praja, Dinas Pekerjaan Umum dan Penataan Ruang, serta masyarakat pemilik bangunan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa penertiban PBG oleh Satuan Polisi Pamong Praja masih belum optimal. Hal ini disebabkan oleh kurangnya kesadaran masyarakat terhadap pentingnya memiliki izin mendirikan bangunan, keterbatasan sumber daya manusia dan anggaran, serta lemahnya koordinasi antarinstansi. Selain itu, proses penertiban sering terkendala oleh faktor sosial dan budaya masyarakat setempat. Implikasi dari penelitian ini menunjukkan perlunya peningkatan sosialisasi mengenai regulasi PBG, penguatan kelembagaan Satpol PP, serta sinergi antara pemerintah daerah dan masyarakat dalam mewujudkan ketertiban pembangunan di Kabupaten Kepulauan Yapen. Kesimpulan: Penertiban Persetujuan Bangunan Gedung (PBG) oleh Satuan Polisi Pamong Praja di Kabupaten Kepulauan Yapen belum berjalan optimal. Kendala utama yang dihadapi meliputi rendahnya kesadaran masyarakat, terbatasnya sumber daya, lemahnya koordinasi antarinstansi, serta pengaruh faktor sosial dan budaya. Diperlukan peningkatan sosialisasi, penguatan kelembagaan, dan kolaborasi antara pemerintah daerah dan masyarakat untuk mewujudkan ketertiban pembangunan yang sesuai regulasi. Kata Kunci: Penertiban, Persetujuan Bangunan Gedung (PBG), Satuan Polisi Pamong Praja, Kabupaten Kepulauan Yapen.
