Abstract

ABSTRACT Problem Statement (kesenjangan penelitian) : The high number of elderly people in the West Papua Province is 24,759 elderly people who are divided into each district/city, Sorong Regency itself recorded that during 2023-2024 there were 1,485 elderly people who received benefits from the Paitua Program so that in order to guarantee the survival of the elderly and welfare of the elderly, the local government is implementing the Paitua Program. The Paitua program is an old-age protection program launched by the West Papua government to provide social security for the elderly aged 65 years and over. This program aims to improve the welfare of the elderly by providing cash assistance of IDR 250,000 per month, which is channeled directly to the beneficiary's account through financial institutions or banks. Purpose : this study was to determine and describe the role of the Joint Secretariat in the implementation of the Paitua Program for Elderly Welfare in Sorong Regency, Southwest Papua Province and to describe the supporting factors and inhibiting factors of the role of the Joint Secretariat in the implementation of the Paitua Program for Elderly Welfare in Sorong Regency, Southwest Papua Province. The research method : used is qualitative with a descriptive approach. This study focuses on the role of local government through the joint secretariat in implementing the paitua program in Sorong Regency. Data collection techniques use interviews, observations, and documentation. While the data analysis techniques used in this study are data reduction, data presentation and drawing conclusions. Based on the research results : the role of the Joint Secretariat in implementing the Paitua Program for the welfare of the elderly in Sorong Regency, Southwest Papua Province has generally gone well. However, of course, it cannot be separated from several obstacles such as delays in fund distribution, limited information on the paitua program, and administrative obstacles. The researcher provides conclusion : for the Joint Secretariat Team such as improving the verification process, program socialization, improving the ongoing monitoring and evaluation process and improving cooperation between related agencies in implementing the paitua program in Sorong Regency. Keywords: Role, Joint Secretariat Team, Paitua Program, Elderly Welfare, Sorong Regency ABSTRAK Permasalahan (kesenjangan penelitian) : Tingginya jumlah lansia di Provinsi Papua Barat Daya sebanyak 24. 759 lansia yang terbagi dimasing-masing kabupaten/kota, kabupaten sorong sendiri tercatat selama tahun 2023-2024 lansia sebanyak 1.485 penerima manfaat Program Paitua sehingga untuk menjamin kelangsungan hidup lansia dan kesejahteraan lansia, pemerintah daerah melaksanakan Program Paitua. Program Paitua adalah program perlindungan hari tua yang diluncurkan oleh pemerintah Papua Barat Daya untuk memberikan jaminan sosial bagi lansia yang berusia 65 tahun ke atas. Program ini bertujuan meningkatkan kesejahteraan lansia melalui pemberian bantuan tunai sebesar Rp. 250.000 per bulan, yang disalurkan langsung ke rekening penerima manfaat melalui lembaga keuangan atau perbankan. Tujuan dari penelitian ini adalah untuk mengetahui dan mendeskripsikan Peran Sekretariat Bersama dalam pelaksanaan Program Paitua untuk Kesejahteraan Lansia di Kabupaten Sorong Provinsi Papua Barat Daya dan mendeskripsikan faktor pendukung dan faktor penghambat Peran Sekretariat Bersama dalam pelaksanaan Program Paitua untuk kesejahteraan lansia di Kabupaten Sorong Provinsi Papua Barat Daya. Metode : penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Penelitian ini berfokus pada peran pemerintah daerah oleh Sekretariat Bersama dalam pelaksanaan Program Paitua di Kabupaten Sorong. Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Sedangkan teknik analisis data yang digunakan pada penelitian ini adalah reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian : Peran Sekretariat Bersama dalam pelaksanaan Program Paitua untuk kesejahteraan lansia di Kabupaten Sorong Provinsi Papua Barat Daya secara umum sudah berjalan baik. Namun, tentu tidak lepas dari beberapa kendala seperti, Keterlambatan Penyaluran Dana, Keterbatasan Informasi Program Paitua, dan Kendala Administrasi. Penulis memberikan kesimpulan : bagi Tim Sekretariat Bersama seperti, Peningkatan Proses Verifikasi, Sosialisasi Program, Peningkatan Proses Monitoring dan Evaluasi Berkelanjutan dan Peningkatan Kerja Sama Antar Instansi terkait dalam pelaksanaan Program Paitua di Kabupaten Sorong.
