Abstract

ABSTRACT Background: South Sumatra is the 9th province with the most slum areas, Palembang City which is the capital city is a contributor to the large area of slums. and it is indicated that this affects public perception in the implementation of general elections. Purpose: This study aims to explore the perceptions of people in slum areas regarding the implementation of general elections in Palembang City 2024. Method: Using a descriptive qualitative research approach, the theory used, namely political perception according to Musfi Yendra (2023) is used to analyze people's perspectives through interpretation, reaction, education and information related to political phenomena, namely general elections. Primary data were obtained through interviews with 12 informants, namely 3 slum communities and 2 community leaders in slum areas in Palembang City, Heads of Sub-districts (Camat) from 3 Sub-districts with the largest slum areas, Secretary of the Palembang City KPU, 2 Sub-district Election Committees and Functional Officials at the Palembang City Housing, Settlement and Land Office. Results/Findings: The results of the study indicate that public perception is more directed towards money politics because voting rights are used for election participants who mobilize the community through contributions in the form of money and improvements to facilities ahead of the election when campaigning. The factors causing this perception include economic factors, education, mobilization of group votes and limited access to information. Election organizers have played a role in improving public perception, but the results have not been optimal. Keywords: Slum Areas, General Elections, Palembang City, Public Perception ABSTRAK Permasalahan: Sumatera Selatan menjadi provinsi ke-9 dengan wilayah kumuh terbanyak, Kota Palembang yang menjadi ibukota termasuk kontributor yang banyak luas wilayah kumuh.dan diindikasikan hal ini mempengaruhi persepsi masyarakat dalam pelaksanaan pemilihan umum. Tujuan: Penelitian ini bertujuan mendalami persepsi masyarakat yang berada di wilayah kumuh terhadap pelaksanaan pemilihan umum di Kota Palembang 2024. Metode: Menggunakan pendekatan penelitian kualitatif deskriptif, teori yang dipakai yaitu persepsi politik menurut Musfi Yendra (2023) digunakan untuk menganalisis cara pandang masyarakat melalui interpretasi, reaksi, edukasi dan informasi terkait fenomena politik yaitu pemilihan umum. Data primer diperoleh melalui wawancara dengan 12 informan yaitu 3 masyarakat di wilayah kumuh dan 2 tokoh masyarakat di wilayah kumuh di Kota Palembang, Kepala Wilayah Kecamatan (Camat) dari 3 Kecamatan dengan wilayah kumuh terluas, Sekretaris KPU Kota Palembang, 2 Panitia Pemilihan Kecamatan serta Pejabat Fungsional pada Dinas Perumahan Permukiman dan Pertanahan Kota Palembang. Hasil/Temuan: Hasil penelitian menunjukkan bahwa persepsi masyarakat lebih mengarah kepada money politic karena hak pilih dipakai untuk peserta pemilu yang menggerakkan masyarakat melalui kontribusi berupa uang dan perbaikan fasilitas menjelang pemilu saat berkampanye. Faktor penyebab dari persepsi ini meliputi faktor ekonomi, pendidikan, mobilisasi suara kelompok dan keterbatasan akses informasi Penyelenggara pemilu sudah berperan dalam perbaikan persepsi masyarakat namun hasil yang ada belum optimal.
