Abstract

ABSTRACT Problem Statement/Background (GAP): Direct regional head elections are one of the pillars of democracy in Indonesia, but are prone to causing social and political conflicts. Although the collaborative governance approach has been widely used in various public policy sectors, studies on its application in the context of anticipating regional election conflicts, especially in Jambi City ahead of the 2024 Regional Election, are still very limited. This gap is the basis for the need for this study. Purpose: This study aims to analyze the implementation of collaborative governance in anticipating conflicts in the 2024 Jambi Mayoral Election. Method: This study uses a qualitative approach with a case study design in Jambi City. The Collaborative Governance theoretical framework from Ansell and Gash (2008) is used to examine the pattern of cooperation between the government, election organizers, security forces, community leaders, media, and academics. Data were collected through in-depth interviews with eight key informants, documentation, and literature studies. The analysis was carried out descriptively qualitatively through the process of data reduction, data presentation, and drawing conclusions. Result: The study found that the application of collaborative governance was not fully effective in anticipating regional election conflicts. Although a cross-sector communication forum has been formed and face-to-face dialogue between actors has been carried out, participation by several groups is still low and access to information is not evenly distributed. Dimensions of the collaboration process such as face-to-face dialogue and mutual understanding have gone quite well, with interim results in the form of a conducive social atmosphere and minimal reports of open conflict. Determining factors for success include commitment to the process, inclusive institutional design, and a history of positive cooperation between institutions. Conclusion: This study recommends increasing institutional capacity, community political literacy, and strengthening the conflict early warning system to support the sustainability of peaceful and democratic collaboration in the 2024 Jambi Mayoral Election. Keywords: collaborative governance, regional election conflict, mayoral election ABSTRAK Permasalahan/Latar Belakang (GAP): Pemilihan kepala daerah secara langsung merupakan salah satu pilar demokrasi di Indonesia, namun rawan menimbulkan konflik sosial dan politik. Meskipun pendekatan collaborative governance telah banyak digunakan dalam berbagai sektor kebijakan publik, kajian tentang penerapannya dalam konteks antisipasi konflik pilkada, khususnya di Kota Jambi menjelang Pilkada 2024, masih sangat terbatas. Kesenjangan inilah yang menjadi dasar perlunya penelitian ini. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi collaborative governance dalam mengantisipasi konflik pada Pemilihan Wali Kota Jambi 2024. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus di Kota Jambi. Kerangka teori Collaborative Governance dari Ansell dan Gash (2008) digunakan untuk mengkaji pola kerja sama antara pemerintah, penyelenggara pemilu, aparat keamanan, tokoh masyarakat, media, dan akademisi. Data dikumpulkan melalui wawancara mendalam terhadap delapan informan kunci, dokumentasi, dan studi literatur. Analisis dilakukan secara deskriptif kualitatif melalui proses reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Penelitian menemukan bahwa penerapan collaborative governance belum sepenuhnya efektif dalam mengantisipasi konflik Pilkada. Meskipun telah dibentuk forum komunikasi lintas sektor dan dilaksanakan dialog tatap muka antaraktor, partisipasi beberapa kelompok masih rendah dan akses terhadap informasi belum merata. Dimensi proses kolaborasi seperti dialog tatap muka dan saling memahami berjalan cukup baik, dengan hasil sementara berupa suasana sosial yang kondusif dan minimnya laporan konflik terbuka. Faktor-faktor penentu keberhasilan meliputi komitmen terhadap proses, desain kelembagaan yang inklusif, serta riwayat kerja sama antar lembaga yang positif. Kesimpulan: Kolaborasi lintas aktor melalui pendekatan collaborative governance berpotensi mencegah konflik dalam pilkada apabila didukung oleh kepemimpinan fasilitatif, desain kelembagaan yang terbuka, dan komunikasi yang transparan. Penelitian ini merekomendasikan peningkatan kapasitas kelembagaan, literasi politik masyarakat, serta penguatan sistem peringatan dini konflik untuk mendukung keberlanjutan kolaborasi yang damai dan demokratis dalam Pilkada Wali Kota Jambi 2024.
