Abstract

ABSTRACT (Problem Statement/Background (GAP): he research is based on the problem of suboptimal implementation of collaborative governance in the formulation of the Regional Medium-Term Development Plan (RPJMD) in Asmat Regency, where the involvement of stakeholders such as the private sector and the community has not been maximized. Purpose: To analyze the implementation of collaborative governance in the formulation of the 2025–2029 RPJMD in Asmat Regency. Method: This study uses a qualitative descriptive method with purposive sampling and triangulation technique. Result: he findings indicate that although there is a commitment to collaboration, stakeholder involvement, and joint capacity development, the implementation of collaborative governance still faces obstacles such as limited access, lack of understanding, and inadequate institutional coordination. Conclusion: Collaborative governance in Asmat Regency requires improvement through inclusive planning, capacity strengthening, and better integration among institutions. Keywords: Collaborative Governance, RPJMD, Stakeholder, Local Government ABSTRAK Permasalahan (GAP) Penelitian ini dilatarbelakangi oleh belum optimalnya penerapan collaborative governance dalam perumusan RPJMD Kabupaten Asmat, terutama pada aspek pelibatan aktor non-pemerintah dan mekanisme kolaboratif yang belum maksimal. Tujuan: Penelitian ini bertujuan untuk Menganalisis implementasi collaborative governance dalam penyusunan RPJMD 2025–2029 di Kabupaten Asmat. Metode: Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik purposive sampling dan triangulasi data. Hasil/Temuan: asil penelitian menunjukkan bahwa meskipun terdapat komitmen dan partisipasi dari pemerintah daerah, kolaborasi dengan sektor non-pemerintah dan masyarakat masih terbatas. Beberapa kendala yang dihadapi antara lain kurangnya pemahaman, partisipasi simbolis, dan belum sinerginya lembaga-lembaga terkait. Kesimpulan: Penerapan collaborative governance masih memerlukan penguatan dari segi kapasitas, komunikasi antar aktor, serta pengintegrasian dalam kebijakan. Kata kunci: Collaborative Governance, RPJMD, Pemerintah Daerah, Kolaborasi.
