Abstract

ABSTRACT Problem Statement/Background (GAP Administrative services in Yahukimo Regency face serious obstacles, resulting in a low ownership rate of Family Cards (Kartu Keluarga/KK). Despite government programs, the issuance of KK has not kept pace with population growth. Geographical barriers, limited physical and digital infrastructure, and low public awareness have contributed to this issue. Moreover, there is a lack of in-depth studies exploring the role of community participation in accelerating KK issuance in remote and socially complex areas like Yahukimo. Purpose: This study aims to analyze community participation in accelerating the issuance of Family Cards in Yahukimo Regency. Method: A qualitative research method was used, with data collected through observation, interviews, and documentation. Results: The results show that community participation can be viewed through four main dimensions: involvement, contribution, awareness, and partnership. The contribution dimension was the most effective, with active community roles in document preparation and local verification helping reduce processing time by up to 85%. However, involvement, awareness, and partnership remain hindered by low education levels and limited understanding of the importance of population documents. The obstacles are multidimensional, including geographical challenges, infrastructure limitations, human resources, and sociocultural and administrative policy barriers. Conclusion: Community participation especially in the form of contributions plays a key role in accelerating the issuance of Family Cards in Yahukimo Regency. Nevertheless, greater awareness, engagement, and collaboration are still needed. An adaptive approach such as mobile services, cooperation with local leaders, simplified procedures, and culturally appropriate policy advocacy is recommended. The Civil Registry Office of Yahukimo plays a strategic role by acting as a policy implementer, service provider, facilitator, and data manager, where innovation and contextual adaptation are essential to success. Keywords: Community Participation, Family Card, Yahukimo, Civil Administrationl ABSTRAK Permasalahan/Latar Belakang (GAP): Pelayanan administrasi kependudukan di Kabupaten Yahukimo menghadapi hambatan serius yang menyebabkan rendahnya tingkat kepemilikan Kartu Keluarga (KK). Meskipun program pemerintah telah dilaksanakan, peningkatan penerbitan KK belum sebanding dengan laju pertumbuhan penduduk. Kondisi geografis yang sulit, keterbatasan infrastruktur fisik dan digital, serta rendahnya kesadaran dan pemahaman masyarakat menjadi faktor utama penghambat. Selain itu, kajian mengenai partisipasi masyarakat dalam percepatan penerbitan KK di daerah dengan kondisi sosial dan geografis kompleks seperti Yahukimo masih sangat terbatas. Tujuan: Penelitian ini bertujuan untuk menganalisis partisipasi masyarakat dalam akselerasi penerbitan Kartu Keluarga di Kabupaten Yahukimo. Metode: Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil: Hasil penelitian menunjukkan bahwa partisipasi masyarakat dapat dianalisis melalui empat dimensi utama, yaitu keterlibatan, kontribusi, kesadaran, dan kemitraan. Dimensi kontribusi terbukti paling efektif, di mana partisipasi aktif masyarakat dalam kelengkapan dokumen dan verifikasi oleh tokoh lokal mampu mempercepat proses pelayanan hingga 85%. Namun, dimensi keterlibatan, kesadaran, dan kemitraan masih terhambat oleh rendahnya tingkat pendidikan dan pemahaman masyarakat terhadap pentingnya dokumen kependudukan. Kesimpulan: Partisipasi masyarakat Dalam Akselerasi Penerbitan Kartu Keluarga Di Kabupaten Yahukimo sudah menunjukkan partisipasi yang aktif. Namun memang masih ditemukan beberapa hambatan. Untuk itu perlunya peningkatan Pendekatan adaptif seperti layanan jemput bola, kolaborasi dengan tokoh adat, penyederhanaan prosedur, dan advokasi kebijakan berbasis lokal menjadi solusi penting.
