Abstract

ABSTRACT Problem Statement/Background (GAP): The digitalization of workload analysis through the e-ABK system is a government effort to improve the efficiency of civil service management. However, its implementation at the sub-district level faces challenges such as limited employee competence, an aging workforce, and inadequate infrastructure. In Genteng Sub-district, Surabaya, most employees are over 50 years old and possess only secondary-level education, which hinders their ability to operate the e-ABK system. Purpose: This study aims to analyze the implementation of electronic workload analysis (e-ABK) for civil servants at the Genteng Sub-district Office, Surabaya City. Method: This research uses a qualitative method with data collection techniques including in-depth interviews, direct observation, and documentation. The theoretical framework is based on Gary Dessler’s workload analysis theory, which includes four dimensions: system effectiveness, performance management, employee involvement, and technology utilization. Results: The results show that the e-ABK system improves data accuracy and accelerates reporting. However, two of the four dimensions—employee involvement and technology utilization—remain suboptimal. Several challenges identified include low digital competence, limited user roles, and insufficient supporting IT infrastructure. Conclusion: The implementation of electronic workload analysis at the Genteng Sub-district Office has shown significant progress in supporting effective civil service governance. Nevertheless, challenges remain, highlighting the need for increased technical capacity, adequate facilities, and stronger cross-unit coordination. Keywords: e-ABK, workload analysis, digital bureaucracy ABSTRAK Permasalahan/Latar Belakang (GAP): Digitalisasi analisis beban kerja melalui sistem e-ABK merupakan upaya pemerintah dalam meningkatkan efisiensi manajemen aparatur sipil negara. Namun, implementasinya di tingkat kecamatan menghadapi tantangan berupa keterbatasan kompetensi pegawai, dominasi usia lanjut, dan infrastruktur yang belum memadai. Di Kecamatan Genteng, Surabaya, mayoritas pegawai berusia di atas 50 tahun dan berpendidikan menengah, sehingga mengalami kesulitan dalam mengoperasikan sistem e-ABK. Tujuan: Penelitian ini bertujuan untuk menganalisis pelaksanaan analisis beban kerja secara elektronik (e-ABK) terhadap Pegawai Negeri Sipil di Kantor Kecamatan Genteng Kota Surabaya. Metode: Penelitian ini menggunakan metode kualitatif dengan teknik wawancara mendalam, observasi langsung, dan dokumentasi. Teori yang digunakan adalah analisis beban kerja menurut Gary Dessler, yang mencakup efektivitas sistem, pengelolaan kinerja, keterlibatan pegawai, dan penggunaan teknologi. Hasil: Hasil penelitian menunjukkan bahwa sistem e-ABK dapat meningkatkan akurasi data dan mempercepat proses pelaporan, dibuktikan dengan 4 dimensi terdapat 2 diimensi yang masih kurang baik yaitu dimensi keterlibatan pegawai dan penggunaan teknologi. Bebrapa kendala yang ditemui berupa kompetensi digital yang rendah, keterbatasan peran pengguna, serta kurangnya infrastruktur teknologi yang mendukung. Kesimpulan: Pelaksanaan analisis beban kerja secara elektronik di Kantor Kecamatan Genteng Kota Surabaya menunjukkan kemajuan yang signifikan dalam mendukung efektivitas tata kelola kepegawaian. Namun memang masih ditemukan beberapa kendala, untuk diperlukan peningkatan kapasitas teknis, penyediaan sarana prasarana yang memadai, serta koordinasi lintas unit kerja.
