Abstract

ABSTRACT Problem Statement/Background (GAP): Scholarship programs are one of the strategic instruments in developing human resources, especially in underdeveloped regions such as Paniai Regency, Central Papua Province. Although the "Paniai Cerdas" program aims to expand access to education for high-achieving students from low-income families, its implementation still faces several challenges, including delayed fund disbursement, non-transparent selection processes, and a lack of supervision and mentoring for scholarship recipients. Purpose: This study aims to examine and analyze the effectiveness of human resource development through the scholarship program managed by the Department of Education in Paniai Regency, Central Papua Province. Method: This research employed a qualitative approach using in-depth interviews, observation, and documentation as data collection techniques. Results: The findings reveal that the scholarship program has contributed positively to expanding access to higher education for the people of Paniai. However, its overall effectiveness remains suboptimal across the evaluated dimensions due to issues such as limited monitoring systems, geographical and socio-cultural constraints, and the absence of a digital-based information system to support comprehensive program management. Conclusion: The scholarship program in Paniai Regency is considered moderately effective in creating inclusive access to education, yet it still requires improvements in governance, transparency, and implementation strategies that are more adaptive to local conditions. The local government needs to strengthen data systems, establish structured mentoring mechanisms, and expand collaborations with external stakeholders to ensure the sustainability and greater impact of the program on regional human resource quality. Keywords: Effectiveness, Scholarship, Human Resources ABSTRAK Permasalahan/Latar Belakang (GAP): rogram beasiswa merupakan salah satu instrumen strategis dalam pengembangan sumber daya manusia, terutama di daerah tertinggal seperti Kabupaten Paniai, Provinsi Papua Tengah. Meskipun program “Paniai Cerdas” bertujuan memperluas akses pendidikan bagi masyarakat miskin yang berprestasi, pelaksanaannya masih menghadapi sejumlah persoalan, seperti keterlambatan pencairan dana, seleksi yang belum transparan, serta minimnya pendampingan dan pengawasan terhadap penerima beasiswa. Tujuan: Penelitian ini bertujuan untuk mengetahui dan menganalisis efektivitas pengembangan sumber daya manusia melalui program beasiswa yang dikelola oleh Dinas Pendidikan Kabupaten Paniai Provinsi Papua Tengah. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Hasil: Penelitian menunjukkan bahwa program beasiswa memberikan kontribusi positif terhadap peningkatan akses pendidikan tinggi bagi masyarakat Paniai. Namun demikian, efektivitas program belum optimal dilihat dari dimensi yang digunakan masih terdapat kendala dalam setiap dimensinya berupa kurangnya sistem monitoring, kendala geografis dan sosial budaya, serta belum adanya sistem informasi berbasis digital yang mendukung pengelolaan program secara menyeluruh. Kesimpulan: Program beasiswa di Kabupaten Paniai tergolong cukup efektif dalam menciptakan akses pendidikan yang inklusif, namun masih memerlukan pembenahan dalam aspek tata kelola, transparansi, dan strategi pelaksanaan yang lebih adaptif terhadap kondisi lokal. Pemerintah daerah perlu memperkuat sistem pendataan, membangun mekanisme pendampingan, dan memperluas kerja sama dengan pihak eksternal agar program dapat berkelanjutan dan berdampak lebih besar terhadap kualitas SDM di daerah.
