Abstract

ABSTRACT Problem Statement/Background (GAP): Reading interest among the Indonesian population, particularly in Asahan Regency, remains low despite various programs initiated by the local government. The performance indicators of the Asahan Regency Library and Archives Office show that targets have not been optimally achieved. Moreover, there has been no prior research that specifically evaluates the performance of this office using the public sector performance theory developed by Agus Dwiyanto (2017). Purpose: This study aims to analyze the performance of the Asahan Regency Library and Archives Office in improving community reading interest, based on five public sector performance indicators: productivity, service quality, responsiveness, responsibility, and accountability. Method: This research uses a descriptive qualitative approach, with data collection techniques including in-depth interviews, observation, and documentation. Informants were selected purposively, and data were analyzed through the processes of data reduction, presentation, and conclusion drawing. Results: The findings indicate that the productivity and service quality of the library are still low due to limited facilities, a shortage of librarians, and an inadequate book collection. Responsiveness and responsibility are considered fairly good, demonstrated through alignment of program implementation with regulations and attention to community needs. Accountability is also reasonably good, though administrative systems still require improvement. Conclusion: The performance of the Asahan Regency Library and Archives Office reflects a commitment to enhancing literacy. However, both internal and external challenges remain. There is a need to strengthen institutional capacity, improve facilities, and foster cross-sectoral collaboration to optimally achieve the goal of increasing reading interest. ABSTRAK Permasalahan/Latar Belakang (GAP): Minat baca masyarakat Indonesia, khususnya di Kabupaten Asahan, masih tergolong rendah meskipun berbagai program telah dijalankan oleh pemerintah daerah. Indikator kinerja Dinas Perpustakaan dan Kearsipan Kabupaten Asahan menunjukkan pencapaian yang belum optimal. Selain itu, belum ada penelitian sebelumnya yang secara spesifik mengevaluasi kinerja dinas tersebut menggunakan pendekatan teori kinerja sektor publik dari Agus Dwiyanto (2017). Tujuan: Untuk menganalisis kinerja Dinas Perpustakaan dan Kearsipan Kabupaten Asahan dalam meningkatkan minat baca masyarakat, berdasarkan lima indikator kinerja sektor publik yaitu produktivitas, kualitas layanan, responsivitas, responsibilitas, dan akuntabilitas. Metode: Pendekatan penelitian ini adalah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Informan dipilih secara purposive dan data dianalisis melalui proses reduksi, penyajian, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian menunjukkan bahwa produktivitas dan kualitas layanan perpustakaan masih rendah akibat keterbatasan fasilitas, jumlah pustakawan, serta keterbatasan koleksi buku. Responsivitas dan responsibilitas dinilai cukup baik melalui kesesuaian pelaksanaan program dengan regulasi dan tanggapan terhadap kebutuhan masyarakat. Akuntabilitas dinas juga cukup baik meskipun masih memerlukan penyempurnaan sistem administrasi. Kesimpulan: Kinerja Dinas Perpustakaan dan Kearsipan Kabupaten Asahan menunjukkan komitmen kinerja yang belum optimal dan masih perlu ditingkatkan terhadap peningkatan literasi berupa tantangan internal dan eksternal. Diperlukan peningkatan kapasitas kelembagaan, penguatan fasilitas, serta kolaborasi lintas sektor agar target peningkatan minat baca dapat tercapai secara optimal.
