Abstract

ABSTRACT Problem Statement/Background (GAP): Drought is a significant challenge in dry tropical areas like Kupang City due to low rainfall, prolonged dry seasons, rapid population growth, and poor water infrastructure. Despite these challenges, limited studies have explored localized, community-based strategies such as the Rain-Friendly Village Program (KRAH)—as effective approaches to enhance resilience. Purpose: To analyze community resilience to drought disasters through the implementation of the Rain-Friendly Village Program (KRAH) as a localized and sustainable adaptation strategy. Method: This research uses a descriptive qualitative approach and applies the UNISDR (2009) resilience framework, which includes three key dimensions: mitigation, adaptation, and innovation. Data were collected through in-depth interviews, observations, and document analysis involving stakeholders and beneficiaries of the program. Result: The KRAH program has contributed to improving community resilience by providing rainwater harvesting infrastructure, raising awareness of water conservation, and encouraging cross-sectoral collaboration. Nevertheless, challenges remain, such as limited community participation, funding constraints, and lack of integration with long-term policy planning. Conclusion: The Rain-Friendly Village Program is a promising, community-based adaptive strategy that can be replicated in other drought-prone regions. Strengthening institutional capacity, promoting water conservation technologies, and increasing public education are crucial for building resilient and climate-adaptive water management systems. ABSTRAK Permasalahan/Latar Belakang (GAP): Kekeringan menjadi tantangan utama di wilayah tropis kering seperti Kota Kupang karena curah hujan rendah, musim kemarau panjang, pertumbuhan penduduk cepat, dan minimnya infrastruktur air. Namun, studi mengenai efektivitas pendekatan lokal seperti Program Kampung Ramah Air Hujan (KRAH) dalam membangun resiliensi masyarakat terhadap bencana kekeringan masih terbatas. Tujuan: Untuk menganalisis resiliensi masyarakat terhadap bencana kekeringan melalui implementasi Program Kampung Ramah Air Hujan (KRAH) sebagai strategi adaptasi lokal. Metode: Pendekatan kualitatif deskriptif dengan teori resiliensi UNISDR (2009) yang mencakup mitigasi, adaptasi, dan inovasi. Teknik pengumpulan data meliputi wawancara mendalam, observasi, dan dokumentasi terhadap pemangku kepentingan dan masyarakat penerima manfaat program. Hasil/Temuan: Program KRAH meningkatkan ketahanan masyarakat melalui pembangunan sarana penampungan air hujan, peningkatan kesadaran konservasi air, dan kolaborasi lintas sektor. Namun, program masih menghadapi tantangan seperti partisipasi masyarakat yang belum berkelanjutan, keterbatasan dana, dan belum terintegrasinya dengan kebijakan jangka panjang. Kesimpulan: Program KRAH merupakan pendekatan komunitas yang adaptif dan berpotensi direplikasi di daerah lain. Rekomendasi penting meliputi penguatan kapasitas kelembagaan, pengembangan inovasi teknologi konservasi air, dan edukasi publik untuk mendukung ketahanan masyarakat terhadap kekeringan.
