Abstract
ABSTRACT Problem Statement/Background (GAP): The Population and Civil Registration Office of Merauke Regency faces various obstacles in the implementation of marriage certificate issuance services, especially in social and cultural aspects, there is still low public awareness of the importance of marriage registration. recorded the total population who have married in Merauke Regency reaches 103,774 people. However, of this number, only 45,214 residents or 43.6% of the population have a valid marriage certificate document, while 49,893 residents or 48.1% do not have a marriage certificate document. Purpose: This research aims to analyze the effectiveness of the Population and Civil Registration Office of Merauke Regency in issuing marriage certificates. Method: The research approach chosen to analyze this topic will be more effective if it uses data exposure in the form of narratives, so a descriptive qualitative approach was chosen in this study. The data collection techniques took place through observation, in-depth interviews with 13 informants, and documentation. The main theory used for analysis is the SERVQUAL Public Service Effectiveness theory by Zeithaml, Parasuraman & Berry. Data analysis is carried out by the process of data reduction, data presentation, and conclusion drawing. Result: The research findings on the effectiveness of the Population and Civil Registration Office of Merauke Regency were analyzed through several dimensions in accordance with the Theory of Public Service Effectiveness, where in the tangible dimension it was found that physical facilities such as computers and networks were still limited and less than optimal, the reliability dimension of the service was considered quite effective, in the Responsiveness dimension it was shown through the ball pick-up program that was running effectively, in the assurance dimension it was effective because marriage certificates played an important role, in the empathy dimension it was seen from Dinas Kependudukan dan Pencatatan Sipil's efforts to understand the socio-cultural conditions of the community. Conclusion: The results of this study can be concluded that the effectiveness of the Merauke district Dinas Kependudukan dan Pencatatan Sipil in issuing marriage certificates has been running effectively and the benefits are felt by the people of Merauke Regency. ABSTRAK Permasalahan/Latar Belakang (GAP): permasalahan utama yang dihadapi Dinas Kependudukan dan Pencatatan Sipil Kabupaten Merauke terkait dengan pelaksanaan pelayanan penerbitan akta perkawinan terutama pada aspek sosial dan budaya, masih rendahnya kesadaran masyarakat akan pentingnya pencatatan perkawinan. tercatat total penduduk yang telah 1 menikah di Kabupaten Merauke mencapai 103.774 jiwa. Namun dari jumlah tersebut, hanya berjumlah 45.214 penduduk atau 43.6% penduduk telah memiliki dokumen akta perkawinan yang sah, sedangkan 49.893 penduduk atau 48.1% belum memiliki dokumen akta perkawinan. Tujuan: penelitian ini bertujuan untuk menganalisis efektivitas Dinas Kependudukan dan Pencatatan Sipil Kabupaten Merauke dalam penerbitan akta perkawinan. Metode: pendekatan penelitian yang dipilih untuk menganalisis topik ini akan lebih efektif jika menggunakan pemaparan data dalam bentuk narasi (Creswell & Angeles, 2011), sehingga pendekatan kualitatif deskriptif dipilih dalam penelitian ini. Adapun teknik pengumpulan data berlangsung melalui observasi, wawancara mendalam kepada 13 orang informan, dan dokumentasi. Teori utama yang dipakai untuk analisis adalah teori Efektivitas Pelayanan Publik SERVQUAL oleh Zeithaml, Parasuraman & Berry. Analisis data dilakukan dengan proses reduksi data, penyajian data, dan penarikan kesimpulan Hasil/Temuan: Temuan penelitian tentang efektivitas Dinas Kependudukan dan pencatatan Sipil Kabupaten Merauke dalam penerbitan akta perkawinan dianalisis melalui beberapa dimensi sesuai dengan Teori Efektivitas Pelayanan Publik, dimana pada dimensi tangible ditemukan bahwa fasilitas fisik seperti komputer dan jaringan masih terbatas dan kurang optimal, dimensi reliability pelayanan dinilai cukup efektif, pada dimensi Responsiveness ditunjukkan melalui program jemput bola yang berjalan efektif, pada dimensi assurance pun berjalan efektif karena akta perkawinan berperan penting, pada dimensi empati terlihat dari upaya Dinas Kependudukan dan Pencatatan Sipil memahami kondisi sosial-budaya masyarakat. Kesimpulan: Hasil penelitian ini dapat disimpulkan bahwa efektivitas Dinas Kependudukan dan Pencatatan Sipil kabupaten Merauke dalam penerbitan akta perkawinan sudah berjalan dengan efektif dan manfatnya dirasakan oleh masyarakat Kabupaten Merauke.
