Abstract

ABSTRACT Problem/Background (GAP): The main problem is the contradiction between the humanitarian intention to accept Rohingya refugees in Lhokseumawe and the reality of local social conflict. This is exacerbated by ineffective conflict management and the absence of specific legal protection (regional qanun), resulting in reactive handling that does not address the root of the problem. Purpose: To analyze the application of conflict management in the handling of Rohingya refugees by the Lhokseumawe City Government. Method: This qualitative study analyzes the management of the Rohingya refugee conflict in Lhokseumawe. Data was collected through purposive sampling from various parties (the municipal government, UNHCR, the community, and refugees) and analyzed using Stevenin's (1994) Conflict Management Theory (Introduction, Diagnosis, Agreeing on a Solution, Implementation, Evaluation). Results/Findings: The implementation of conflict management by the Lhokseumawe City Government through the Kesbangpol Agency began with the Introduction stage, identifying demonstrations and community resistance related to refugee relocation due to concerns about unrest. The Diagnosis stage revealed that the main causes of conflict were the spread of negative views and news about refugees on social media, as well as horizontal diversity between the Rohingya ethnic group and the Acehnese community. During the Agreement on Solutions stage, the government implemented strategies of accommodation, compromise, and collaboration with relevant parties such as the UNHCR and the media. The implementation showed mixed results: specific cases such as compensation for damaged rice fields were successfully resolved and provided economic benefits for some residents, but the potential for greater conflict related to the rejection of relocation remained. The Evaluation stage showed that conflict management was not yet optimal because fundamental issues such as residents' rejection of the new camp location due to economic and security concerns had not been resolved. Conclusion: The application of conflict management for Rohingya refugees by the Lhokseumawe City Government, analyzed using Stevenin's (1994) theory, proceeded through systematic stages, starting from problem identification, diagnosis of the causes of conflict (predominantly due to negative news on social media and horizontal diversity), to efforts to agree on solutions through cooperative strategies (accommodation, compromise, collaboration). Although some implementations were successful and beneficial, the evaluation showed that overall conflict management was not yet optimal. The fundamental issue of residents' rejection of the new camp location due to deep-seated economic and security concerns remains the main obstacle. Keywords: Conflict Management, Rohingya Refugees, Lhokseumawe, Local Government, Social Conflict. 2 ABSTRAK Permasalahan (GAP): Permasalahan utama adalah kontradiksi antara niat kemanusiaan dalam menerima pengungsi Rohingya di Lhokseumawe dan realitas konflik sosial lokal. Ini diperparah oleh belum efektifnya manajemen konflik dan ketiadaan payung hukum spesifik (qanun daerah), sehingga penanganan bersifat reaktif dan belum menyentuh akar masalah. Tujuan: Menganalisis penerapan manajemen konflik pada penanganan pengungsi Rohingya oleh Pemerintah Kota Lhokseumawe. Metode: Penelitian kualitatif ini menganalisis manajemen konflik pengungsi Rohingya di Lhokseumawe. Data dikumpulkan melalui purposive sampling dari berbagai pihak (Pemkot, UNHCR, masyarakat, pengungsi) dan dianalisis dengan teori Manajemen Konflik Stevenin (1994) (Pengenalan, Diagnosis, Menyepakati Solusi, Pelaksanaan, Evaluasi). Hasil/Temuan: Penerapan manajemen konflik oleh Pemerintah Kota Lhokseumawe melalui Badan Kesbangpol dimulai dengan tahap Pengenalan, mengidentifikasi demonstrasi dan penolakan masyarakat terkait relokasi pengungsi akibat kekhawatiran keresahan. Tahap Diagnosis mengungkap penyebab utama konflik adalah meluasnya pandangan serta berita negatif mengenai pengungsi di media sosial, serta adanya kemajemukan horizontal antara etnis Rohingya dan masyarakat Aceh. Pada tahap Menyepakati Solusi, pemerintah menerapkan strategi akomodasi, kompromi, dan kolaborasi dengan pihak terkait seperti UNHCR dan media. Pelaksanaan menunjukkan hasil beragam: penyelesaian kasus spesifik seperti ganti rugi kerusakan sawah berhasil dilakukan dan memberikan manfaat ekonomi bagi sebagian warga, namun potensi konflik lebih besar terkait penolakan relokasi tetap ada. Tahap Evaluasi menunjukkan manajemen konflik belum optimal karena isu mendasar seperti penolakan warga untuk lokasi kamp baru akibat kekhawatiran ekonomi dan keamanan belum terselesaikan. Kesimpulan: Penerapan manajemen konflik pada pengungsi Rohingya oleh Pemerintah Kota Lhokseumawe, dianalisis menggunakan teori Stevenin (1994), berjalan melalui tahapan sistematis mulai dari pengenalan masalah, diagnosis penyebab konflik (dominan akibat berita negatif di media sosial dan kemajemukan horizontal), hingga upaya menyepakati solusi melalui strategi kooperatif (akomodasi, kompromi, kolaborasi). Meskipun beberapa pelaksanaan berhasil dan memberi manfaat, evaluasi menunjukkan manajemen konflik secara keseluruhan belum optimal. Isu mendasar terkait penolakan warga atas lokasi kamp baru akibat kekhawatiran ekonomi dan keamanan yang mendalam masih menjadi penghambat utama. Kata Kunci: Manajemen Konflik, Pengungsi Rohingya, Lhokseumawe, Pemerintah Daerah, Konflik Sosial.
