Abstract
ABSTRACT Problem Statement: This study is motivated by the importance of synergy among the government, community, and non-governmental actors in the development of community-based tourism. Kampung Namatota in Kaimana Regency is one of the tourist villages with great potential in terms of natural and cultural aspects, but its implementation faces various collaborative challenges. Purpose: The purpose of this study is to analyze how collaborative governance is applied in the development of tourism in Kampung Namatota, focusing on the actors involved, the collaboration process, as well as the supporting and inhibiting factors encountered. Method: This research uses a qualitative descriptive approach with data collection techniques through observation and documentation, without direct interviews. Data analysis is conducted thematically based on the collaborative governance theory by Ansell and Gash (2008), which includes four main elements: face-to-face dialogue, trust building, commitment to the process, and shared understanding. This method allows detailed understanding of the forms of cooperation, actors' roles, and dynamics that occur. Informants were purposively selected based on their direct involvement, including village officials, Tourism Office, community leaders, customary institutions, and NGOs to obtain relevant and representative data from various perspectives. Data were collected through in-depth interviews, participatory observation, and documentation studies, then analyzed using the interactive model of Miles and Huberman with triangulation to ensure data validity and reliability. This study aims to provide a factual and applicable overview of collaborative governance practices as well as supporting and inhibiting factors in community-based tourism development at the site. Result: The results show that the implementation of collaborative governance in Kampung Namatota involves the Kaimana Regency Government, Tourism Office, Sinara NGO, village officials, and local communities. Trust among parties and the active role of Sinara NGO in strengthening community capacity are the main factors supporting the success of the collaboration. Conclusion: The application of collaborative governance in tourism development in Kampung Namatota runs participatively by involving various actors, including the Kaimana Regency Government, Tourism Office, Sinara NGO, village officials, and local communities. The main factors supporting the success of this collaboration are the trust built among parties and the active role of Sinara NGO in enhancing community capacity. However, the sustainability of this collaboration requires strong commitment from all parties and continuous cultivation of shared understanding to ensure that community-based tourism development in Kampung Namatota can be effective and sustainable. ABSTRAK Permasalahan: Penelitian ini dilatarbelakangi oleh pentingnya sinergi antara pemerintah, masyarakat, dan aktor non-pemerintah dalam pengembangan sektor pariwisata berbasis komunitas. Kampung Namatota di Kabupaten Kaimana merupakan salah satu kampung wisata yang memiliki potensi besar dari aspek alam dan budaya, namun pelaksanaannya menghadapi berbagai tantangan kolaboratif. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis bagaimana collaborative governance diterapkan dalam pengembangan pariwisata di Kampung Namatota, dengan fokus pada aktor yang terlibat, proses kolaborasi, serta faktor pendukung dan penghambat yang dihadapi. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi dan dokumentasi, tanpa melibatkan wawancara langsung. Analisis data dilakukan secara tematik berdasarkan teori collaborative governance dari Ansell dan Gash (2008), yang mencakup empat elemen utama: dialog tatap muka, pembangunan kepercayaan, komitmen terhadap proses, dan pemahaman bersama. Metode ini memungkinkan pemahaman detail tentang bentuk kerja sama, peran aktor, serta dinamika yang terjadi. Informan dipilih secara purposive berdasarkan keterlibatan langsung mereka, meliputi aparat kampung, Dinas Pariwisata, tokoh masyarakat, lembaga adat, dan LSM, guna memperoleh data yang relevan dan representatif dari berbagai perspektif. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi, lalu dianalisis menggunakan model interaktif Miles dan Huberman dengan triangulasi untuk menjamin validitas dan reliabilitas informasi. Penelitian ini bertujuan memberikan gambaran faktual dan aplikatif mengenai praktik collaborative governance serta faktor pendukung dan hambatan dalam pengembangan pariwisata berbasis masyarakat di lokasi tersebut. Hasil/Temuan: Hasil penelitian menunjukkan bahwa pelaksanaan collaborative governance di Kampung Namatota melibatkan Pemerintah Kabupaten Kaimana, Dinas Pariwisata, LSM Sinara, aparat kampung, dan masyarakat lokal. Kepercayaan antarpihak dan peran aktif LSM Sinara dalam penguatan kapasitas masyarakat menjadi faktor utama pendukung keberhasilan kolaborasi. Kesimpulan: Penerapan collaborative governance dalam pengembangan pariwisata di Kampung Namatota berjalan secara partisipatif dengan melibatkan berbagai aktor, termasuk Pemerintah Kabupaten Kaimana, Dinas Pariwisata, LSM Sinara, aparat kampung, dan masyarakat lokal. Faktor utama yang mendukung keberhasilan kolaborasi ini adalah adanya kepercayaan yang terbangun antar pihak serta peran aktif LSM Sinara dalam meningkatkan kapasitas masyarakat. Meskipun demikian, keberlanjutan kolaborasi ini memerlukan komitmen yang kuat dari semua pihak dan pemahaman bersama yang terus dipupuk agar pengembangan pariwisata berbasis komunitas di Kampung Namatota dapat berjalan efektif dan berkelanjutan.
