Abstract

ABSTRACT Problem Statement/Background (GAP): Digital transformation in personnel management has become a critical demand in modern bureaucracy, particularly through the implementation of the Civil Service Management Information System (SIMPEG). However, at the Environmental Office (Dinas Lingkungan Hidup) of Medan City, the implementation of SIMPEG still faces several challenges, such as server disruptions, low digital literacy among civil servants, and limited system features. These issues create a gap between the ideal objectives of SIMPEG as an integrated system and the technical realities in the field. Purpose: This study aims to analyze and describe the effectiveness of SIMPEG implementation at the Environmental Office of Medan City. Method: The research employs a qualitative approach with data collection techniques including in-depth interviews, observation, and documentation. Results: The findings indicate that SIMPEG has been effectively implemented across the five dimensions of organizational effectiveness according to Gibson, showing positive outcomes in each dimension. Conclusion: SIMPEG at the Environmental Office of Medan City has proven effective in supporting civil service management. However, there is still a need for improvements in technical aspects and feature development to enhance the quality of services on a sustainable basis. Keywords: SIMPEG, Effectiveness, Civil Servants, Personnel Management ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan/Latar Belakang (GAP): Transformasi digital dalam manajemen kepegawaian menjadi tuntutan utama dalam birokrasi modern, khususnya melalui penerapan Sistem Informasi Manajemen Kepegawaian (SIMPEG). Namun, di Dinas Lingkungan Hidup Kota Medan, implementasi SIMPEG masih menghadapi tantangan seperti gangguan server, rendahnya literasi digital ASN, dan keterbatasan fitur sistem. Hal ini menimbulkan kesenjangan antara tujuan ideal SIMPEG sebagai sistem terintegrasi dengan kenyataan teknis di lapangan. Tujuan: Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan efektivitas penerapan Sistem Informasi Manajemen Kepegawaian (SIMPEG) di Dinas Lingkungan Hidup Kota Medan. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Hasil: Hasil penelitian menunjukkan bahwa SIMPEG telah berjalan dengan efektif pada lima dimensi efektivitas organisasi menurut Gibson menunujukkan hasil yang baik pada setiap diemnsi. Kesimpulan: SIMPEG di Dinas Lingkungan Hidup Kota Medan telah efektif dalam mendukung tata kelola kepegawaian, namun masih perlu penguatan pada aspek teknis dan pengembangan fitur untuk meningkatkan kualitas layanan secara berkelanjutan.
