Abstract

ABSTRACT Problem Statement/Background (GAP): Although the distribution of subsidized fertilizer has been technically regulated through the e-RDKK system and government policies, in practice, issues such as scarcity, uneven distribution, and weak coordination and supervision still occur, particularly in Sibulue Subdistrict, Bone Regency. This indicates a gap between national policy and its local-level implementation. Purpose: This study aims to analyze the strategy of Collaborative Governance in the management of subsidized fertilizer distribution for rice crops in Sibulue Subdistrict, Bone Regency. Method: This research uses a qualitative approach with data collection techniques including observation, in-depth interviews, and documentation. Results: The findings show that the Collaborative Governance strategy has been implemented through coordination forums, socialization, and routine evaluation among stakeholders. The study reveals that the dimensions of collaborative governance—such as institutional design, facilitative leadership, and collaborative processes—have been applied quite effectively, although there are still challenges such as limited infrastructure, data inconsistencies, and potential conflicts among actors. Conclusion: The implementation of Collaborative Governance in managing the distribution of subsidized fertilizer in Sibulue Subdistrict has proven to be moderately effective. However, it needs to be strengthened through improved human resource capacity, data transparency, and more intensive face-to-face dialogue to ensure more optimal and sustainable collaboration among stakeholders. Keywords: Collaborative Governance, Distribution, Subsidized Fertilizer ABSTRAK Permasalahan/Latar Belakang (GAP): Meskipun distribusi pupuk bersubsidi telah diatur secara teknis melalui sistem e-RDKK dan regulasi pemerintah, kenyataannya di lapangan masih terjadi kelangkaan, distribusi yang tidak merata, serta lemahnya koordinasi dan pengawasan, khususnya di Kecamatan Sibulue, Kabupaten Bone. Hal ini menandakan adanya kesenjangan antara kebijakan nasional dan pelaksanaannya di tingkat lokal. Tujuan: Penelitian ini bertujuan untuk menganalisis strategi Collaborative Governance dalam pengelolaan distribusi pupuk bersubsidi pada tanaman padi di Kecamatan Sibulue, Kabupaten Bone. Metode: Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Hasil: Hasil penelitian menunjukkan bahwa strategi Collaborative Governance telah diterapkan melalui forum koordinasi, sosialisasi, dan evaluasi rutin antar pemangku kepentingan. Dalam dimensi yang digunakan dalam penelitian ditemukan bahwa penerapan dimensi collaborative governance seperti desain institusional, kepemimpinan fasilitatif, dan proses kolaborasi berjalan cukup efektif, meskipun masih terkendala keterbatasan infrastruktur, ketidaksesuaian data, dan potensi konflik antar aktor. Kesimpulan: Penerapan Collaborative Governance dalam pengelolaan distribusi pupuk bersubsidi di Kecamatan Sibulue menunjukkan efektivitas yang cukup baik, namun perlu diperkuat melalui peningkatan kualitas sumber daya manusia, transparansi data, serta dialog tatap muka yang lebih intensif agar kolaborasi antar aktor semakin optimal dan berkelanjutan.
