Abstract
ABSTRACT Problem Statement/Background (GAP): Forest and land fires remain a recurring environmental issue in Indonesia, including in North Kalimantan Province. Although national-level policy frameworks have been established, their implementation at the regional level remains suboptimal due to weak inter-agency coordination, limited resources, and low community participation. In this context, it is essential to analyze policy implementation not only from the content of the policy itself but also from institutional structures and administrative capacities. Purpose: This study aims to analyze the implementation of forest and land fire control policies in North Kalimantan using the policy implementation framework proposed by Knill & Tosun (2020), as well as to identify the supporting and inhibiting factors that influence the policy process. Method: This study employed a descriptive qualitative approach, with data collected through in-depth interviews, document analysis, and source triangulation. A total of eleven informants were purposively selected for their strategic roles and direct knowledge regarding the implementation of forest and land fire control policies in North Kalimantan Province, including technical officials, village officials, and community leaders in fire-prone areas. Results: The findings reveal that policy implementation is influenced by the clarity of policy objectives, the complexity of bureaucratic structures, the limited capacity of implementing agencies, and the dynamics between state and non-state actors at the local level. Conclusion: To improve the effectiveness of forest fire control policy implementation, structural reforms, intergovernmental alignment, and strengthened technical and institutional capacities across sectors are urgently needed.. Keywords: Policy Implementation, Forest Fires, North Kalimantan ABSTRAK Permasalahan/Latar Belakang (GAP): Kebakaran hutan dan lahan merupakan permasalahan lingkungan yang terus berulang di Indonesia, termasuk di Provinsi Kalimantan Utara. Meskipun kerangka kebijakan telah tersedia di tingkat nasional, pelaksanaannya di daerah masih belum optimal karena lemahnya koordinasi antar lembaga, keterbatasan sumber daya, dan minimnya partisipasi masyarakat. Dalam konteks ini, penting untuk meninjau implementasi kebijakan secara sistematis, tidak hanya dari sisi isi kebijakan, tetapi juga struktur kelembagaan dan kapasitas pelaksana. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pengendalian kebakaran hutan dan lahan di Kalimantan Utara berdasarkan perspektif teori implementasi kebijakan dari Knill & Tosun (2020), serta mengidentifikasi faktor-faktor pendukung dan penghambat dalam pelaksanaannya. Metode: Penelitian ini menggunakan pendekatan deskriptif kualitatif, dengan teknik pengumpulan data berupa wawancara mendalam, studi dokumentasi, dan triangulasi sumber. Sebanyak sebelas informan dipilih secara purposive karena memiliki peran strategis dan pengetahuan langsung terkait pelaksanaan kebijakan pengendalian kebakaran hutan dan lahan di Provinsi Kalimantan Utara, meliputi pejabat teknis, aparat desa, dan tokoh masyarakat di wilayah rawan karhutla. Hasil: Hasil penelitian menunjukkan bahwa implementasi kebijakan dipengaruhi oleh kejelasan tujuan kebijakan, kompleksitas struktur birokrasi, keterbatasan kapasitas organisasi pelaksana, serta dinamika antara aktor negara dan non-negara di tingkat lokal. Kesimpulan: Untuk meningkatkan efektivitas pelaksanaan kebijakan pengendalian kebakaran, dibutuhkan perbaikan dalam struktur kelembagaan, penyelarasan antar level pemerintahan, serta peningkatan kapasitas teknis dan koordinasi lintas sektor.
