Abstract

ABSTRACT Problem Statement/Background (GAP): Although the Palu City Government has issued Mayor Regulation Number 15 of 2021 on Smart City as an effort to establish digital-based governance, the implementation of smart governance in public service still faces various challenges. These include a lack of understanding among government agencies regarding the policy's substance, uneven technological infrastructure, low digital literacy among citizens, and limited competencies of public officials in managing digital services. Purpose: This study aims to analyze the implementation of smart governance in improving public services in Palu City. Method: The research employs a qualitative approach with data collection techniques including in-depth interviews, observation, and documentation. Results: The findings reveal that the implementation of smart governance in Palu City has made positive progress, particularly in terms of policy logic and policy environment. Supporting factors include the development of the Sangu Palu application, provision of free public Wi-Fi, and the creation of the digital public space at the City’s Zero Point. However, significant obstacles remain, such as limited digital competence among civil servants, suboptimal inter-agency coordination, and gaps in infrastructure and digital literacy. The local government has responded to these issues through capacity building, collaboration with universities, and digital literacy programs at the subdistrict level. Conclusion: The implementation of smart governance in Palu City is considered fairly good, but it still requires improvements in human resources, infrastructure equalization, and citizen digital awareness. This study contributes to the formulation of locally contextualized and inclusive smart governance strategies. Keywords: Smart Governance, Public Service, ICT Infrastructure ABSTRAK Permasalahan/Latar Belakang (GAP): Meskipun Pemerintah Kota Palu telah menerbitkan Peraturan Wali Kota Nomor 15 Tahun 2021 tentang Smart City sebagai upaya mewujudkan tata kelola pemerintahan berbasis digital, namun implementasi smart governance dalam pelayanan publik masih menghadapi berbagai kendala. Beberapa di antaranya meliputi belum meratanya pemahaman antar-OPD terkait substansi kebijakan, keterbatasan infrastruktur teknologi informasi, rendahnya literasi digital masyarakat, serta keterbatasan kompetensi aparatur dalam mengelola layanan digital. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi smart governance dalam meningkatkan pelayanan publik di Kota Palu. Metode: Penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Hasil: Hasil penelitian menunjukkan bahwa implementasi smart governance di Kota Palu telah menunjukkan progres positif, terutama dalam aspek logika kebijakan dan lingkungan kebijakan. Aplikasi Sangu Palu, penyediaan Wi-Fi gratis, serta pengembangan kawasan Titik Nol menjadi faktor pendukung utama. Namun demikian, masih terdapat hambatan dalam hal kompetensi ASN, belum optimalnya koordinasi antarinstansi, serta keterbatasan infrastruktur dan literasi digital. Pemerintah Kota Palu telah merespons hambatan ini melalui pelatihan SDM, kerja sama dengan perguruan tinggi, dan sosialisasi digital di tingkat kelurahan. Kesimpulan: Implementasi smart governance di Kota Palu berada dalam kategori cukup baik, namun masih membutuhkan penguatan sumber daya manusia, pemerataan infrastruktur, serta peningkatan literasi digital masyarakat. Penelitian ini memberikan kontribusi dalam merumuskan strategi penguatan smart governance berbasis konteks lokal yang adaptif dan inklusif.
