Abstract

ABSTRACT Problem Statement/Background (GAP): The quality of education in Karawang Regency is still low, reflected in the achievement of student literacy and numeracy that has not met national standards and the education index is below the average of West Java Province. The inequality of distribution of educational resources, weak coordination between stakeholders, and less than optimal supervision are the main obstacles in implementing policies to improve the quality of education. Purpose: This study aims to analyze the implementation of literacy and numeracy-based education policies by the Karawang Regency Government. Method: The study used a descriptive qualitative method with in-depth interview techniques, observation, and documentation of 17 relevant informants. Marilee S. Grindle's policy implementation theory was used as an analytical tool. Result: The results of the study indicate that policy implementation has not been running optimally. Several programs such as teacher training and literacy movements have been implemented, but there are still obstacles in the distribution of resources, coordination between institutions, and weak program evaluation. Conclusion: In conclusion, although the policy content is in accordance with the objectives of improving the quality of education, the effectiveness of its implementation is still hampered by structural and cultural factors. Therefore, strengthening the capacity of implementers, improving supporting facilities, and optimizing cross-sector coordination are very necessary. Keywords: Policy implementation, quality of education, literacy, numeracy, Karawang Regency ABSTRAK Permasalahan/Latar Belakang (GAP): Mutu pendidikan di Kabupaten Karawang masih rendah, tercermin dari capaian literasi dan numerasi siswa yang belum memenuhi standar nasional dan indeks pendidikan yang berada di bawah rata-rata Provinsi Jawa Barat. Ketimpangan distribusi sumber daya pendidikan, lemahnya koordinasi antar pemangku kepentingan, dan kurang optimalnya pengawasan menjadi hambatan utama dalam implementasi kebijakan peningkatan mutu pendidikan. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pendidikan berbasis literasi dan numerasi oleh Pemerintah Kabupaten Karawang. Metode: Penelitian menggunakan metode kualitatif deskriptif dengan teknik wawancara mendalam, observasi, dan dokumentasi terhadap 17 informan yang relevan. Teori implementasi kebijakan Marilee S. Grindle digunakan sebagai pisau analisis. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi kebijakan belum berjalan secara optimal. Beberapa program seperti pelatihan guru dan gerakan literasi telah dilaksanakan, namun masih ditemukan kendala dalam distribusi sumber daya, koordinasi antarlembaga, dan lemahnya evaluasi program. Kesimpulan: Kesimpulannya, meskipun konten kebijakan telah sesuai dengan tujuan peningkatan mutu pendidikan, efektivitas implementasinya masih terhambat oleh faktor struktural dan kultural. Oleh karena itu, penguatan kapasitas pelaksana, peningkatan fasilitas pendukung, dan optimalisasi koordinasi lintas sektor sangat diperlukan.
