Abstract
Problem/Background (GAP): The problem underlying this research is the open unemployment rate in West Sumba which shows a worrying trend, especially among young people. The latest data from BPS noted that in 2022, the unemployment rate in West Sumba reached 7.5%, which is higher than the national average of 5.86%. This figure reflects the difficulty in creating adequate jobs to meet the needs of the increasing workforce. Various efforts to reduce unemployment have been made by the government, such as job training programs, increasing access to education, and creating jobs through investment. However, the results are often not as expected. Many programs are not well coordinated, so their effectiveness is limited. This causes a lack of synergy between industry needs and the education provided. Without effective collaboration between stakeholders including the government, private sector, educational institutions and the community, these programs will not achieve maximum results. Purpose: To find out and analyze how Collaborative Governance in the Youth Education and Employability program is an effort to reduce unemployment in West Sumba Regency, East Nusa Tenggara Province. Method: This study uses a descriptive qualitative method. Data collection techniques consist of interviews, observations, and documentation. Data collection techniques are carried out through interviews with 6 informants. Results/Findings: The results of the study indicate that collaboration has been running quite well, which can be seen from the success indicators, there are 14 successful indicators, namely indicators of resource conditions and different stakeholder powers, incentives owned by stakeholders to collaborate, history of conflict between stakeholders in the past, inclusive participation, discussion forums, transparency of the process, adequate management of the collaboration process, management of the ability to implement technical credibility, ensuring collaboration is empowered to make credible decisions and convince all actors, face-to-face dialogue, building trust, commitment to the process, mutual understanding, and interim results. One indicator that has not been successful is clear basic regulations. Researchers found other things that cause high unemployment in West Sumba Regency, namely the gap in education and skills and the imperfection of the labor market. Conclusion: The collaboration process has shown quite good results although it still requires further improvement and enhancement in the four dimensions of collaboration.
