Abstract

ABSTRACT Problem/Background (GAP): The Pematangsiantar City Government has stipulated Mayor Regulation Number 19 of 2014 concerning Billboard Permits, in practice violations of these provisions are still found. Illegal billboards are still rampant in various strategic points of the city without official permits, which has a negative impact on the city's aesthetics, public order, and the potential for Regional Original Revenue (PAD) revenue. Data from Satpol PP shows that more than 300 illegal billboards were installed in 2022 and more than 250 were dismantled in 2023, but similar billboards have reappeared. This shows the weak deterrent effect, low compliance of business actors, and the ineffectiveness of law enforcement by Satpol PP. Limited human resources, lack of coordination between agencies, and complicated licensing procedures widen the gap between regulation and implementation in the field. Objective: This study aims to analyze the implementation of the enforcement of Mayor Regulation Number 19 of 2014 by the Pamong Praja Police Unit in Pematangsiantar City. Methods: This study uses a qualitative approach with a case study method. The data collection technique was carried out through in-depth interviews, direct observation in the field, and documentation from related agencies such as the Licensing Office and the Pematangsiantar City Satpol PP. The data was analyzed descriptively to evaluate the performance of the Satpol PP and the effectiveness of regulatory implementation. Results: The results of the study show that the implementation of the Mayor's Regulation enforcement has not been optimal. This is based on the dimension of law enforcement that still faces low legal awareness and policy resistance, the dimension of limited facilities and facilities that can interfere with the effectiveness of the duties of Satpol PP, the dimension of the community that still lacks legal awareness and understanding of the law, as well as the cultural dimension that tends to be permissive to violations of the rules and the existence of resistance to apparat actions. Even though the legal dimension is clear and gives legal legitimacy. Conclusion: It is necessary to reformulate the billboard law enforcement strategy in Pematangsiantar City by emphasizing increasing the capacity of Satpol PP, coordination across agencies, simplifying licensing procedures, and intensifying socialization to the community. Thus, the enforcement of billboard laws can be more effective and sustainable to maintain order, beauty, and regional revenue. Keywords: Law Enforcement, Billboards, Civil Police Unit
