Abstract

ABSTRACT Problem Statement/Background (GAP): The problem of inadequate housing is still a significant challenge in urban development, especially in densely populated areas such as Ilir Barat Dua District, Palembang City. Although there are various national programs such as Rutilahu, local community-based policies have not been widely evaluated academically. This study is here to fill the gap in studies related to the implementation of the local policy "One Family Card One Brick" as an innovation in dealing with the problem of inadequate housing at the sub-district level. Purpose: The purpose of this study is to describe the implementation of the policy and identify supporting and inhibiting factors in its implementation. Method: The study uses a descriptive qualitative approach with George C. Edward III's implementation theory which includes four dimensions: communication, resources, implementer disposition, and bureaucratic structure. Data collection techniques were carried out through in-depth interviews with key informants from government elements, technical implementers, RT heads, field officers, and beneficiaries, as well as direct observation of the renovation process and housing conditions. Result: he results of the study indicate that the implementation of this policy is supported by clear communication and an adaptive bureaucratic structure, especially in the flexibility of coordination between institutions. However, the main obstacle found was limited resources, especially in terms of financing and manpower. Low budget is a factor that hinders the expansion of the program's scope. Conclusion: In conclusion, the success of this policy is largely determined by the availability of adequate resources. Therefore, it is recommended to strengthen budget support through formal proposals to the city government and involve the private sector through the Corporate Social Responsibility (CSR) scheme as an alternative funding strategy. Keywords: Implementation, Policy, Uninhabitable Housing, Resources, CSR ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan hunian tidak layak masih menjadi tantangan signifikan dalam pembangunan perkotaan, terutama di kawasan padat seperti Kecamatan Ilir Barat Dua, Kota Palembang. Meskipun terdapat berbagai program nasional seperti Rutilahu, kebijakan lokal berbasis komunitas masih belum banyak dievaluasi secara akademik. Penelitian ini hadir untuk mengisi kekosongan studi terkait implementasi kebijakan lokal "Satu Kartu Keluarga Satu Batu Bata" sebagai inovasi dalam menangani masalah hunian 2 tidak layak di tingkat kecamatan. Tujuan: Tujuan penelitian ini adalah untuk mendeskripsikan pelaksanaan kebijakan serta mengidentifikasi faktor pendukung dan penghambat dalam implementasinya. Metode: Penelitian menggunakan pendekatan kualitatif deskriptif dengan teori implementasi George C. Edward III yang mencakup empat dimensi: komunikasi, sumber daya, disposisi pelaksana, dan struktur birokrasi. Teknik pengumpulan data dilakukan melalui wawancara mendalam dengan informan kunci dari unsur pemerintah, pelaksana teknis, ketua RT, petugas lapangan, dan penerima manfaat, serta observasi langsung terhadap proses renovasi dan kondisi hunian. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi kebijakan ini didukung oleh komunikasi yang jelas dan struktur birokrasi yang adaptif, khususnya dalam fleksibilitas koordinasi antar lembaga. Namun, hambatan utama yang ditemukan adalah keterbatasan sumber daya, terutama dalam aspek pembiayaan dan tenaga kerja. Rendahnya anggaran menjadi faktor yang menghambat perluasan cakupan program. Kesimpulan: Kesimpulannya, keberhasilan kebijakan ini sangat ditentukan oleh ketersediaan sumber daya yang memadai. Oleh karena itu, disarankan adanya penguatan dukungan anggaran melalui proposal formal kepada pemerintah kota serta pelibatan sektor swasta melalui skema Corporate Social Responsibility (CSR) sebagai strategi pendanaan alternatif.
