Abstract

ABSTRACT Problem Statement/Background (GAP): Community empowerment is a strategic approach to improving welfare and economic independence. In Medan Amplas District, which falls in quadrant IV with low income and consumption expenditure compared to other districts in Medan City, entrepreneurial skills development becomes key to addressing economic challenges and creating new job opportunities. Purpose: This research aims to analyze community empowerment through entrepreneurial skills enhancement training in Medan Amplas District, identify barriers affecting its implementation, and describe efforts to overcome these barriers. Method: This research employs a qualitative method with a descriptive approach through in-depth interviews, observation, and documentation study. Eight informants were selected using purposive sampling technique, consisting of 1 District Head of Medan Amplas, 1 Head of Community Empowerment Section, 1 training instructor, and 5 training participants. These informants were chosen based on their direct involvement and comprehensive understanding of the entrepreneurship training program implementation. Data were analyzed using qualitative analysis techniques with data reduction, data presentation, and conclusion drawing processes. Results: The results show that community empowerment through entrepreneurship training in Medan Amplas District faces barriers including fluctuating income patterns, financial management influenced by socio-cultural norms, trauma from previous failure experiences, limited technical skills, and low product quality standards. Efforts to overcome these barriers include income source diversification, product value enhancement, pricing and trading strategy training, capital assistance, and appropriate technology introduction. Conclusion: To break the cycle of poverty, a holistic approach is needed that addresses not only technical aspects of entrepreneurship but also considers socio-cultural, psychological, and structural dimensions affecting the community's economic life. Integrated empowerment programs involving various relevant agencies as well as easier and more affordable access to capital are needed to maximize positive impacts for the community in Medan Amplas District. Keywords: Community Empowerment, Entrepreneurial Skills Training, Poverty ABSTRAK Permasalahan/Latar Belakang (GAP): Pemberdayaan masyarakat merupakan pendekatan strategis dalam meningkatkan kesejahteraan dan kemandirian ekonomi. Di Kecamatan Medan Amplas, yang berada pada kuadran IV dengan pendapatan dan pengeluaran konsumsi rendah dibandingkan kecamatan lain di Kota Medan, pengembangan keterampilan wirausaha menjadi kunci untuk mengatasi tantangan ekonomi dan membuka peluang kerja baru. Tujuan: Penelitian ini bertujuan untuk menganalisis pemberdayaan masyarakat melalui pelatihan peningkatan keterampilan wirausaha di Kecamatan Medan Amplas, mengidentifikasi hambatan yang mempengaruhi pelaksanaannya, serta mendeskripsikan upaya mengatasi hambatan tersebut. Metode: Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif melalui wawancara mendalam, observasi, dan studi dokumentasi. Delapan informan dipilih menggunakan teknik purposive sampling, terdiri dari 1 Camat Medan Amplas, 1 Kepala Seksi Pemberdayaan Masyarakat, 1 instruktur pelatihan, dan 5 peserta pelatihan. Informan-informan ini dipilih berdasarkan keterlibatan langsung dan pemahaman komprehensif mereka terhadap implementasi program pelatihan kewirausahaan. Data dianalisis menggunakan teknik analisis kualitatif dengan proses reduksi data, penyajian data, dan penarikan kesimpulan.Hasil/Temuan: Hasil penelitian menunjukkan bahwa pemberdayaan masyarakat melalui pelatihan kewirausahaan di Kecamatan Medan Amplas menghadapi hambatan berupa pola pendapatan yang fluktuatif, pengelolaan keuangan yang dipengaruhi norma sosial-budaya, trauma dari pengalaman kegagalan sebelumnya, keterbatasan keterampilan teknis, dan rendahnya standar kualitas produk. Upaya yang telah dilakukan untuk mengatasi hambatan tersebut meliputi diversifikasi sumber pendapatan, peningkatan nilai tambah produk, pelatihan penetapan harga dan strategi dagang, bantuan modal, serta introduksi teknologi tepat guna. Kesimpulan: Untuk memutus lingkaran kemiskinan, diperlukan pendekatan holistik yang tidak hanya menyentuh aspek teknis kewirausahaan, tetapi juga memperhatikan dimensi sosial-budaya, psikologis, dan struktural yang mempengaruhi kehidupan ekonomi masyarakat. Program pemberdayaan yang terintegrasi dengan melibatkan berbagai dinas terkait serta akses permodalan yang lebih mudah dan terjangkau diperlukan untuk memaksimalkan dampak positif bagi masyarakat di Kecamatan Medan Amplas.
