Abstract

ABSTRACT Problem Statement: This research focuses on the problem of millennial farmers' suboptimal participation in the policy of digitizing the subsidized fertilizer redemption process, even though this policy aims to facilitate farmers' access to fertilizer. Purpose: This study aims to analyze the different attitudes of millennial farmers towards the policy of digitizing the subsidized fertilizer redemption process in Kuantan Singingi Regency. Method: This study used a quantitative approach with descriptive analysis, Rank- Spearman correlation, and Mann-Whitney t-test using IBM SPSS Statistics 25. Data were collected from 99 millennial farmer respondents through questionnaires in Kuantan Singingi Regency. Result: The results showed that the factors forming millennial farmers' attitudes (personal experience, influence of others who are considered important, educational institutions and religious institutions, mass media exposure, cultural factors, and emotional factors) were generally in the high category and showed a highly significant relationship with attitudes towards digitization policies. Non-formal education (ρ=0.002) has a significant effect on millennial farmers' attitudes, while personal experience (ρ=0.060) and formal education (ρ=0.084) are not significant. A total of 63.63% of millennial farmers tend to agree with the policy of digitizing the subsidized fertilizer redemption process. Conclusion: The successful implementation of the subsidized fertilizer redemption digitalization policy is highly dependent on a field experience-based approach, supported by effective communication media, and continuous training that can bridge the understanding gap among millennial farmers.
