Abstract
ABSTRACT Problem Statement/Background (GAP): The development of civil servant (ASN) competencies is a crucial aspect of building a professional and adaptive bureaucracy. However, in the Regional Civil Service and Human Resource Development Agency (BKPSDM) of Bombana Regency, several obstacles remain, such as low employee participation in training programs, misalignment between training content and job requirements, and the absence of a data-based institutional development strategy. These conditions indicate a gap between the competency development needs and actual implementation in the field. Purpose: This study aims to obtain an empirical overview and analyze the development of civil servant competencies at BKPSDM Bombana Regency. Method: This research uses a descriptive qualitative approach, with data collection techniques including in-depth interviews, observation, and documentation. Results The results of the study indicate that competency development at the BKPSDM of Bombana Regency has not been running optimally, seen from the 4 indicators used, only 2 indicators showed good results. The main obstacles include budget limitations, minimal post-training evaluation, and low employee motivation and participation. Conclusion: The development of ASN competency at the BKPSDM of Bombana Regency has not been running optimally in facing various structural and cultural challenges. Therefore, a more focused and data-based institutional strategy is needed, involving leaders in career training, and strengthening a collaborative work culture to increase the effectiveness of human resource development for civil servants. Keywords: Competency Development, Civil Servants, BKPSDM Bombana ABSTRAK Permasalahan/Latar Belakang (GAP): Pengembangan kompetensi Aparatur Sipil Negara (ASN) menjadi bagian penting dalam menciptakan birokrasi yang profesional dan adaptif. Namun, di BKPSDM Kabupaten Bombana masih ditemukan berbagai kendala, seperti rendahnya partisipasi pegawai dalam pelatihan, belum relevannya diklat dengan kebutuhan jabatan, serta belum adanya strategi kelembagaan yang berbasis data kinerja. Kondisi ini menunjukkan adanya kesenjangan antara kebutuhan pengembangan kompetensi dengan pelaksanaan aktual di lapangan. Tujuan: Penelitian ini bertujuan untuk memperoleh gambaran empirik dan menganalisis pengembangan kompetensi Pegawai Negeri Sipil di BKPSDM Kabupaten Bombana Provinsi Sulawesi Tenggara. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Hasil: Hasil penelitian menunjukkan bahwa pengembangan kompetensi di BKPSDM Kabupaten Bombana belum berjalan secara optimal dilihat dari 4 indikator yang digunakan hanya 2 indikator saja yang menunjukkan hasil yang baik. Hambatan utama meliputi keterbatasan anggaran, minimnya evaluasi pascapelatihan, serta rendahnya motivasi dan partisipasi pegawai. Kesimpulan: Pengembangan kompetensi ASN di BKPSDM Kabupaten Bombana masih belum berjalan optimal dihadapi berbagai tantangan struktural dan kultural. Oleh karena itu, diperlukan strategi kelembagaan yang lebih terarah dan berbasis data, pelibatan pimpinan dalam pembinaan karier, serta penguatan budaya kerja kolaboratif untuk meningkatkan efektivitas pengembangan sumber daya manusia aparatur.
