Abstract
ABSTRACT Problem/Background (GAP): The implementation of smart governance policies in Humbang Hasundutan Regency faces significant challenges despite being stipulated in Regent Regulation No. 16 of 2023 on Smart City Masterplan. Based on 2023 LPPD data, only 65% of public services have been held online, 7.6% of services utilize electronic certificates, and 33.3% of OPDs store data in government data centers. The smart governance program implementation score only reached 1.6 on a scale of 4, institutional coordination has not run optimally, and there is a gap between policy planning and implementation in the field. Purpose: The purpose of this study is to analyze the implementation of smart governance policies in the Communication and Information Office of Humbang Hasundutan Regency. Methods: This research uses a descriptive qualitative approach with analysis based on Hamdi's (2014) policy implementation theory. Data collection techniques were conducted through in-depth interviews (13 informants), observation, and documentation. Results/Findings: The research findings show that the implementation of smart governance has achieved several achievements such as SPPD applications for 2,520 employees, 93 active internet network points, electronic signature systems, and official public information websites. However, productivity is still hampered by the urban-rural digital divide, linearity is disrupted by the absence of a dedicated budget, and efficiency is low because 31 Diskominfo employees are mostly non-IT with contract experts. The main inhibiting factors include no special budget allocation, low leadership commitment, limited IT-skilled human resources, and lack of old versions of equipment. Conclusion: The implementation of smart governance policies in the Communication and Information Office of Humbang Hasundutan Regency has shown progress in digitizing public services and internal bureaucratic efficiency, but still faces significant structural and technical obstacles. To improve implementation effectiveness, it is recommended to allocate a special budget in the APBD, strengthen leadership commitment, develop IT-skilled human resources on a permanent basis, and update supporting equipment regularly. Keywords: Policy Implementation, Smart Governance, Humbang Hasundutan Regency ABSTRAK Permasalahan/Latar Belakang (GAP): Implementasi kebijakan smart governance di Kabupaten Humbang Hasundutan menghadapi tantangan signifikan meskipun telah ditetapkan dalam Peraturan Bupati Nomor 16 Tahun 2023 tentang Masterplan Smart City. Berdasarkan data LPPD 2023, hanya 65% layanan publik yang telah diselenggarakan secara online, 7,6% layanan memanfaatkan sertifikat elektronik, dan 33,3% OPD menyimpan data di pusat data pemerintah. Nilai pelaksanaan program smart governance hanya mencapai 1,6 dari skala 4, koordinasi kelembagaan belum berjalan maksimal, dan terdapat kesenjangan antara perencanaan kebijakan dengan implementasi di lapangan. Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis implementasi kebijakan smart governance di Dinas Komunikasi dan Informasi Kabupaten Humbang Hasundutan. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan analisis berdasarkan teori implementasi kebijakan Hamdi (2014). Teknik pengumpulan data dilakukan melalui wawancara mendalam (13 informan), observasi, dan dokumentasi. Hasil/Temuan: Temuan penelitian menunjukkan bahwa implementasi smart governance telah mencapai beberapa capaian seperti aplikasi SPPD untuk 2.520 pegawai, 93 titik jaringan internet aktif, sistem tanda tangan elektronik, dan website resmi informasi publik. Namun, produktivitas masih terhambat kesenjangan digital antara perkotaan-pedesaan, linearitas terganggu ketiadaan anggaran khusus, dan efisiensi rendah karena 31 pegawai Diskominfo mayoritas non-IT dengan tenaga ahli kontrak. Faktor penghambat utama meliputi tidak ada alokasi APBD khusus, rendahnya komitmen pimpinan, terbatasnya SDM berkeahlian IT, dan kekurangan peralatan versi lama. Kesimpulan: Implementasi kebijakan smart governance di Dinas Komunikasi dan Informasi Kabupaten Humbang Hasundutan telah menunjukkan kemajuan dalam digitalisasi layanan publik dan efisiensi birokrasi internal, namun masih menghadapi kendala struktural dan teknis yang signifikan. Untuk meningkatkan efektivitas implementasi, disarankan untuk mengalokasikan anggaran khusus dalam APBD, memperkuat komitmen pimpinan, mengembangkan SDM berkeahlian IT secara permanen, dan memperbarui peralatan pendukung secara berkala.
