Abstract
ABSTRACT Problem Statement/Background (GAP): This study focuses on the low productivity and competitiveness of corn farmers due to limited knowledge, production facilities, and market access in Manokwari District. Purpose: The purpose of this study was to determine farmer empowerment through agricultural extension programs in North Manokwari District, Manokwari Regency. Method: This research uses a descriptive qualitative method with data collection carried out through in-depth interviews (17 informants), observation, and documentation. Result: The results of the study show that the relevant agencies have implemented various empowerment efforts through the implementation of a number of strategic policies. However, there are still various obstacles in their implementation, such as lack of skills training, limited production facilities, and low access for farmers to information and technology. Conclusion: Empowerment of corn farmers through agricultural extension programs in North Manokwari District is still not optimal in five main dimensions, namely enabling, strengthening, protecting, supporting, and maintaining, due to limited access to capital, lack of extension workers, inefficient distribution of production facilities, and unsustainable training. In order to improve farmer empowerment through extension programs, it is recommended to improve empowerment in a sustainable manner through collaboration between the government, extension workers, and farming communities. It is hoped that this program will be able to increase corn productivity and farmer welfare in the area. Keywords: Empowerment, Corn Farmers, Corn Production, Agricultural Extension Program
