Abstract
The purposes of the research were to determine how the implementation of Electronic Identity Card services on Population Identification Number (NIK) based in the Department of Population and Civil Regristation in Pamekasan regency were under taken, and how the efforts were made to overcome these obstacles. This research emploied descriptive method which describe about the implementation of Electronic ID Card based on NIK services on Population and Civil Service in Pamekasan. Techniques of data collection were interviews, documentation, and participant observation. The results of the discussion showed that the implementation of Electronic ID card service on the Department of Population and Civil Registration in Pamekasan Regency has been going well, although there were still some obstacles such as limited infrastructure, lack of connections between servers on the Department of Population and Civil Registration in Sub-District. As a consequence, the accomplishment of the service performance could not succeed 100%. To overcome these obstacles Department of Population and Civil registration attempted to continue recording population change with an integrated and coordinated planning and implementation, adding facilities and equipment as well to complete database for entire districts.
