Abstract
ABSTRACT Problem Statement/Background (GAP): The implementation of a coordinate-based online attendance system at the Human Resources and Development Agency (BKPSDM) of Mataram City aims to improve employee discipline. However, in practice, several obstacles have been encountered, such as difficulties in adapting to technology, technical disruptions, device limitations, and indications of attendance manipulation. These conditions indicate a gap between policy objectives and the reality of implementation in the field. Purpose: This study aims to analyze the effectiveness of implementing coordinate-based online attendance in improving employee discipline at BKPSDM Mataram City. Method: This research uses a descriptive qualitative approach, with data collection techniques including in-depth interviews, observation, and documentation. The data were analyzed using Sutrisno’s (2010) theory of effectiveness, which includes five dimensions: productivity, efficiency, satisfaction, adaptability, and development. Results: The results show that the coordinate-based online attendance system is quite effective in improving employee discipline, particularly in the dimensions of productivity, efficiency, satisfaction, and development. However, obstacles were still found in the adaptability dimension, especially among older employees and users of non-Android devices. Additionally, there were indications of system misuse by certain individuals. Conclusion: The coordinate-based online attendance system has made a positive contribution to improving employee discipline and professionalism. However, its effectiveness can still be enhanced through better technical infrastructure, continuous training, and stricter supervision. Keywords: Effectiveness, Coordinate-Based Online Attendance, Employee Discipline ABSTRAK Permasalahan/Latar Belakang (GAP): Penerapan sistem presensi online berbasis koordinat di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kota Mataram bertujuan untuk meningkatkan kedisiplinan pegawai. Namun, dalam praktiknya masih dijumpai berbagai kendala seperti kesulitan adaptasi teknologi, gangguan teknis, keterbatasan perangkat, dan indikasi manipulasi presensi. Kondisi tersebut menunjukkan adanya kesenjangan antara tujuan kebijakan dan realitas pelaksanaan di lapangan. Tujuan: Penelitian ini bertujuan untuk menganalisis efektivitas penerapan presensi online koordinat dalam meningkatkan kedisiplinan pegawai di BKPSDM Kota Mataram. Metode: Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Analisis data menggunakan teori efektivitas dari Sutrisno (2010) yang mencakup lima dimensi: produktivitas, efisiensi, kepuasan, kemampuan adaptasi, dan perkembangan. Hasil: Hasil penelitian menunjukkan bahwa penerapan presensi online koordinat cukup efektif dalam meningkatkan kedisiplinan pegawai pada dimensi produktivitas, efisiensi, kepuasan, dan perkembangan. Namun, pada dimensi kemampuan adaptasi masih ditemukan hambatan, khususnya bagi pegawai usia lanjut dan pengguna perangkat non-Android. Selain itu, masih ada indikasi penyalahgunaan sistem oleh oknum tertentu. Kesimpulan: Presensi online berbasis koordinat telah memberikan kontribusi positif terhadap peningkatan kedisiplinan dan profesionalisme pegawai. Namun, efektivitas sistem ini masih dapat ditingkatkan melalui penguatan infrastruktur teknis, pelatihan berkelanjutan, serta pengawasan yang lebih ketat.
