Abstract
ABSTRACT Problem Statement/Background (GAP): alent management policy is an important strategy in improving the quality of State Civil Apparatus (ASN), but its implementation in the regions still faces various challenges. In Riau Province, obstacles such as minimal understanding of ASN regarding the concept of talent management, limited resources, and an unadaptive bureaucratic structure hamper the effectiveness of the policy. Purpose: This study aims to analyze the implementation of talent management policy in developing ASN talent in Riau Province, identify the obstacles faced, and examine the improvement efforts made by the local government. Method: This study employs a qualitative descriptive approach using George C. Edwards III’s policy implementation theory, which includes four key aspects: communication, resources, disposition, and bureaucratic structure. Data were collected through in-depth interviews and document analysis. Informants were selected using purposive and snowball sampling techniques, totaling 10 individuals, consisting of structural officials and civil servants in the Riau Provincial Government who are knowledgeable and directly involved in the implementation of talent management policy. Result: The results of the study indicate that policy implementation is still not optimal. The main obstacles include low policy socialization, limited equitable training, an information system that is not yet integrated, and inequality in treatment between structural and functional ASN. However, efforts such as improving coordination between agencies, preparing talent pools, and facilitating study assignments have been carried out as initial steps for improvement. Conclusion: In conclusion, the implementation of talent management policies in Riau Province still requires strengthening in terms of communication, resources, and bureaucratic reform. A sustainable strategy based on an inclusive and adaptive merit system is needed so that policies can encourage the development of ASN talents effectively and fairly. Keywords: Talent Management, ASN, Policy Implementation, Merit System, Riau Province ABSTRAK Permasalahan/Latar Belakang (GAP): Kebijakan manajemen talenta menjadi strategi penting dalam peningkatan kualitas Aparatur Sipil Negara (ASN), namun implementasinya di daerah masih menghadapi berbagai tantangan. Di Provinsi Riau, kendala seperti minimnya pemahaman ASN terhadap konsep manajemen talenta, keterbatasan sumber daya, dan struktur birokrasi yang belum adaptif menghambat efektivitas kebijakan. Tujuan: Penelitian ini bertujuan untuk menganalisis implementasi kebijakan manajemen talenta dalam pengembangan talenta ASN di Provinsi Riau, mengidentifikasi hambatan yang dihadapi, serta mengkaji upaya perbaikan yang dilakukan pemerintah daerah. Metode: Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teori implementasi kebijakan George C. Edwards III, yang mencakup empat aspek: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Data dikumpulkan melalui wawancara mendalam dan studi dokumentasi. Informan dipilih secara purposive dan snowball sampling, berjumlah 10 orang, terdiri dari pejabat struktural dan ASN di Pemerintah Provinsi Riau yang memahami serta terlibat langsung dalam implementasi kebijakan manajemen talenta. Hasil/Temuan: Hasil penelitian menunjukkan bahwa implementasi kebijakan masih belum optimal. Hambatan utama meliputi rendahnya sosialisasi kebijakan, keterbatasan pelatihan yang merata, sistem informasi yang belum terintegrasi, serta ketimpangan perlakuan antara ASN struktural dan fungsional. Meski demikian, upaya seperti peningkatan koordinasi antarinstansi, penyusunan talent pool, dan fasilitasi tugas belajar telah dilakukan sebagai langkah awal perbaikan. Kesimpulan: Kesimpulannya, implementasi kebijakan manajemen talenta di Provinsi Riau masih membutuhkan penguatan dalam aspek komunikasi, sumber daya, dan reformasi birokrasi. Perlu strategi berkelanjutan berbasis sistem merit yang inklusif dan adaptif agar kebijakan dapat mendorong pengembangan talenta ASN secara efektif dan berkeadilan.
