Abstract
ABSTRACT Problem Statement/Background (GAP): Sustainable regional development planning requires a long-term strategic document known as the Regional Long-Term Development Plan (RPJPD). However, in practice, the formulation and ratification of the RPJPD often face administrative and political challenges, particularly during leadership transitions such as the appointment of Acting Mayors. Purpose: This study aims to describe and analyze the role of the Regional Head in the determination of the RPJPD in Pekanbaru City, to identify the inhibiting factors affecting the role of the Regional Head, and to explore the efforts made to address these obstacles. Method: The research uses a qualitative method with a descriptive approach. Data collection techniques include observation, interviews, and documentation. . Result: The results show that the role of the Regional Head in determining the RPJPD 2025–2045 has been implemented based on the four role dimensions from Biddle & Thomas (1996): Expectations, Norms, Performance, Evaluation, and Sanctions. However, the frequent replacement of acting mayors led to delays and content changes in the RPJPD. Conclusion: It is recommended that the acting mayor proceed with the endorsement if the deliberation process has been completed in accordance with the head's responsibilities. Keywords: Role, Regional Head, RPJPD, Development Plan, Pekanbaru City ABSTRAK Permasalahan/Latar Belakang (GAP): Perencanaan pembangunan daerah yang berkelanjutan membutuhkan dokumen strategis jangka panjang berupa Rencana Pembangunan Jangka Panjang Daerah (RPJPD). Namun, dalam praktiknya, penetapan RPJPD seringkali menghadapi tantangan administratif dan politik, terutama pada masa transisi kepemimpinan seperti pergantian Penjabat (Pj.) Wali Kota. Tujuan: Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis peran Kepala Daerah dalam penetapan RPJPD, mengetahui faktor penghambat, serta upaya yang dilakukan untuk mengatasinya. Metode Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data mencakup observasi, wawancara, dan dokumentasi. Temuan Hasil penelitian menunjukkan bahwa peran Kepala Daerah dalam penetapan RPJPD telah berjalan sesuai empat dimensi peran dari Biddle & Thomas (1996): Harapan, Norma, Perilaku, Penilaian dan Sanksi. Namun, seringnya pergantian Pj. Wali Kota menyebabkan keterlambatan dan perubahan isi RPJPD. Kesimpulan: Disarankan agar Pj. Wali 2 Kota tetap menandatangani RPJPD jika pembahasan telah selesai sesuai fungsi dan tugas Kepala Daerah. Kata Kunci: Peran, Kepala Daerah, RPJPD, Rencana Pembangunan, Kota Pekanbaru
