Abstract

The growing social diversity in multicultural cities such as Singkawang requires effective governance that can manage pluralism and foster tolerance. However, coordination among stakeholders is often fragmented, limiting the potential for inclusive social harmony. This study focuses on the challenge of implementing collaborative governance as a strategy to build a tolerant city through multi-sector cooperation. Purpose: This study aims to analyze the implementation of collaborative governance in fostering a tolerant city in Singkawang, with a focus on stakeholder participation, institutional partnerships, democratic decision-making, decentralization, social networks, and adaptability. Method: This research applies a qualitative descriptive approach to deeply understand the complex social interactions and governance practices. Data were collected through interviews with 10 purposively selected informants from local government, community leaders, religious organizations, and civil society, as well as document analysis and observations. Result: The findings indicate that collaborative governance in Singkawang has been realized through active participation, cross sector partnerships, transparent decision-making, and adaptive policy implementation. Nevertheless, challenges such as uneven stakeholder involvement, institutional limitations, and coordination gaps remain.. Conclusion: Collaborative governance in Singkawang contributes positively to social tolerance, but requires strengthening through enhanced inclusivity, institutional capacity building, and flexible conflict resolution mechanisms to sustain long-term harmony..
