Abstract

Permasalahan/Latar Belakang: Penelitian ini dilatarbelakangi oleh ketidakakuratan data Dinas Kependudukan dan Pencatatan Sipil Kota Gorontalo dalam proses penyaluran bantuan sosial PKH di Dinas Sosial Kota Gorontalo. Tujuan: untuk menganalisis bagaimana upaya pemanfaatan data kependudukan guna mendukung pelaksanaan Program Keluarga Harapan (PKH) di Kota Gorontalo. Metode: menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Hasil/Temuan: menunjukkan bahwa dalam pelaksanaan pemanfaatan data kependudukan di Kota Gorontalo ada beberapa hambatan yang terjadi salah satunya adalah kesadaran masyarakat yang kurang untuk melakukan update data yang membuat Dinas Sosial kesulitan untuk mengidentifikasi Keluarga Penerima Manfaat Program Keluarga Harapan terutama dalam proses identifikasi dan verifikasi keluarga penerima manfaat juga pada pendamping program PKH yang masih melakukan kecurangan dalam proses pendataan. Adapun upaya yang dapat diberikan , salah satu upaya Dinas Kependudukan dan Pencatatan Sipil untuk mengatasi hambatan adalah meningkatkan intensitas sosialisasi dan koordinasi dengan masyarakat. Kesimpulan: Pemanfaatan data kependudukan sangat penting bagi keberhasilan PKH di Kota Gorontalo. Meskipun telah ada upaya, akurasi dan integrasi data masih menjadi pekerjaan yang perlu ditingkatkan secara serius. Saran: mendorong penguatan koordinasi dan integrasi sistem informasi antara Disdukcapil, Dinas Sosial, dan pihak terkait lainnya untuk memastikan data kependudukan yang digunakan untuk PKH selalu akurat, mutakhir, dan komprehensif. Kata Kunci : Data Kependudukan, Program Keluarga Harapan, Kemiskinan Problem/Backround (GAP): This research was motivated by the inaccuracy of data from the Population and Civil Registration Service of Gorontalo City in the process of distributing PKH social assistance at the Gorontalo City Social Service. Purpose: to analyze the obstacles and efforts to utilize population data to support the implementation of the Family Hope Program (PKH) in Gorontalo City. Method: the research method used is a qualitative approach with data collection techniques through in-depth interviews, observations, and documentation studies. Result/Findings: the results of the study indicate that in the implementation of population data utilization in Gorontalo City there are several obstacles that occur, one of which is the lack of public awareness to update data which makes it difficult for the Social Service to identify Beneficiary Families of the Family Hope Program, especially in the process of identifying and verifying beneficiary families as well as PKH program assistants who still commit fraud in the data collection process. As for the efforts that can be given, one of the efforts of the Population and Civil Registration Service to overcome obstacles is to increase the intensity of socialization and coordination with the community. Conclusion: the use of population data is very important for the success of PKH in Gorontalo City. Although there have been efforts, data accuracy and integration are still jobs that need to be seriously improved. Suggestions: to encourage strengthening coordination and integration of information systems between Disdukcapil, the Social Service, and other related parties to ensure that population data used for PKH is always accurate, up-to-date, and comprehensive.
