Abstract
Problem/Background GAP: The congestion problem in Pontianak City is caused by the high number of private vehicles that cannot be accommodated by the available road sections. To overcome this phenomenon, the Pontianak City Government has developed and implemented many strategies, but the direction of these strategies needs to be further analyzed. Purpose: This research aims to identify strategies for overcoming traffic congestion from a push and pull perspective by the Transportation Agency of Pontianak City, West Kalimantan Province. Method: The research method used is descriptive qualitative research method, with data collection methods through interviews, observation, and documentation. Milles Huberman technique was also used as a data analysis technique. Results/Finding: The results showed that the various strategies that have been implemented by Pontianak City in terms of policy, technical, planning, and support have largely been in accordance with the principles of push and pull strategies, and the strategies implemented by the Pontianak City Government in overcoming congestion are more inclined to the pull principle. Conclusion: Based on the results of the study, it can be concluded that there is an imbalance between the push strategy and pull strategy implemented in Pontianak City in an effort to overcome congestion problems. This shows the need for policy improvements so that the strategies implemented are more in line with Broaddus' push and pull framework to reduce people's dependence on private vehicles and increase interest in sustainable transportation modes. Keywords: analysis, traffic congestion, push and pull strategy ABSTRAK Permasalahan/Latar Belakang (GAP): Permasalahan kemacetan di Kota Pontianak disebabkan oleh tingginya jumlah kendaran pribadi yang tidak mampu ditampung oleh ruas jalan yang tersedia. Untuk mengatasi fenomena tersebut, Pemerintah Kota Pontianak telah banyak menyusun dan menerapkan berbagai strategi, namun arah dari berbagai strategi tersebut perlu untuk dianalisis lebih lanjut. Tujuan: Penelitian ini bertujuan untuk mengetahui strategi mengatasi kemacetan lalu lintas dengan perspektif push and pull oleh Dinas Perhubungan Kota Pontianak Provinsi Kalimantan Barat. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif, dengan metode pengumpulan data melalui wawancara, observasi, dan dokumentasi. Teknik Milles Huberman juga digunakan sebagai teknik analisis data. Hasil/Temuan: Hasil penelitian menunjukkan bahwa berbagai strategi yang telah diterapkan oleh Kota Pontianak dari segi kebijakan, teknis, perencanaan, dan pendukung secara garis besar telah sesuai dengan prinsip strategi push and pull, dan strategi yang dijalankan oleh Pemerintah Kota Pontianak dalam mengatasi kemacetan lebih condong dengan prinsip pull. Kesimpulan: Berdasarkan hasil penelitian maka dapat disimpulkan bahwa terdapat ketidakseimbangan antara strategi push dan strategi pull yang dijalankan di Kota Pontianak dalam upaya mengatasi permasalahan kemacetan. Hal ini menunjukkan perlunya penyempurnaan kebijakan agar strategi yang diterapkan lebih selaras dengan kerangka push and pull Broaddus untuk mengurangi ketergantungan masyarakat terhadap kendaraan pribadi dan meningkatkan minat terhadap moda transportasi berkelanjutan.
