Abstract
The digital transformation in public service delivery, especially in population administration, has become a strategic necessity for local governments. In Banda Aceh, the implementation of the SiHati Online application aims to facilitate faster, more transparent, and accessible population services. However, despite technological advancements, challenges such as limited digital literacy among the community and government apparatus, as well as system integration issues, hinder optimal utilization of the application. This gap requires in-depth analysis to understand the barriers and supporting factors affecting the implementation of digital services in local population administration. Purpose: This study aims to analyze the implementation of the SiHati Online application at the Population and Civil Registration Office (Disdukcapil) of Banda Aceh, identify key supporting and inhibiting factors, and assess the role of digital leadership and community digital literacy in enhancing the effectiveness of E-Government-based public services. Method: This research employs a qualitative descriptive approach to capture the complex dynamics of digital service implementation. Data were collected through in-depth interviews with 15 informants consisting of Disdukcapil officials, digital service managers, and community users, chosen purposively to represent key stakeholders involved in the application’s operation and utilization. Observation and document analysis were also conducted to triangulate data and ensure validity. The qualitative method was selected to explore detailed perspectives and contextual factors influencing the application’s performance. Result: The findings reveal that while SiHati Online has improved service accessibility and administrative efficiency, obstacles remain in user adaptation, technical infrastructure, and coordination between organizational units. Digital leadership within Disdukcapil plays a significant role in driving innovation, but community digital literacy levels still limit the full potential of service adoption. Effective collaboration and targeted digital literacy programs are necessary to bridge these gaps. Conclusion: To optimize the implementation of SiHati Online and enhance public satisfaction, Disdukcapil Banda Aceh must strengthen interdepartmental coordination, invest in continuous digital literacy education for both staff and the community, and improve system integration and responsiveness. These efforts will support sustainable E-Government services that meet the evolving needs of the population
