Abstract
ABSTRACT Problem Statement/Background (GAP): The high mobility of people in Indonesia, especially in the aspect of motorized vehicles to fulfill activities for going to the office, going to school and college, as well as carrying out other routine activities, has caused Indonesia to become one of the countries that experiences quite high numbers of accidents and traffic jams. Purpose: The aim of this research is to explore smart transportation innovations in improving the quality of traffic services through the Area Traffic Control System (ATCS) (Study at the Madiun Regency Transportation Department, East Java Province). Method: This research uses a qualitative approach, exploratory methods and analysis of the data preparation stage according to Matthew B. Miles. Data collection techniques are carried out using interviews, observation, documentation and triangulation which are the focus of providing relevant information for research purposes. Result: The findings obtained by the author in this research are that smart transportation innovation in improving the quality of traffic services through ATCS at the Madiun Regency Transportation Service has been running optimally. Conclusion: Smooth traffic at all intersections and reduced accidents in the last two years are the result of the implementation of ATCS in Madiun Regency. In order to increase the use of information technology and To make communication more efficient and effective, it is necessary to improve the skills of service managers in managing and developing ATCS services. Keywords: ATCS, Quality of Service, Traffic ABSTRAK Permasalahan/Latar Belakang (GAP): Tingginya mobilitas masyarakat di Indonesia, khususnya dalam aspek kendaraan bermotor guna memenuhi aktivitas ke kantor, bersekolah dan kuliah, serta melakukan aktivitas rutin lainnya, menyebabkan Indonesia menjadi salah satu negara yang mengalami angka kecelakaan dan kemacetan yang cukup tinggi. Tujuan: Tujuan dari penelitian ini adalah untuk mengeksplorasi inovasi smart transportasi dalam peningkatan kualitas pelayanan lalu lintas melalui Area Traffic Control System (ATCS) (Studi di Dinas Perhubungan Kabupaten Madiun Provinsi Jawa Timur). Metode: Penelitian ini menggunakan pendekatan kualitatif metode eksploratif dan analisis terhadap tahap penyusunan data menurut Matthew B. Miles. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dokumentasi, dan triangulasi yang menjadi fokus pemberian informasi relevan untuk tujuan penelitian. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu inovasi smart transportasi dalam peningkatan kualitas pelayanan lalu lintas melalui ATCS di Dinas Perhubungan Kabupaten Madiun sudah berjalan optimal. Kesimpulan: Dengan kelancaran lalu lintas di seluruh simpang dan berkurangnya kasus kecelakaan dalam dua tahun terakhir merupakan hasil dari pelaksanaan ATCS di Kabupaten Madiun. Guna meningkatkan pemanfaat teknologi informasi dan komunikasi agar lebih efisien dan efektif, perlu peningkatan keterampilan pengelola layanan dalam mengelola dan mengembangkan layanan ATCS.
